Word had been sent to an old... rival? friend? ally? classmate? Whatever, it doesn't really matter too much. Needless to say the important thing is that Kiyoshi had been able to get a message to one "Kazuya Hikari" about meeting to discuss the present circumstances of the city. Sure enough, he was putting a lot of pressure on the troops he was sending to deliver these messages but they were adamant about not letting him leave their territory too often due to his condition, thus this was how things had to be done.
The arranged meeting place as near the border of the Crows territory to make the trip shorter for Kazuya, coming from wherever he was at the present time. A meeting spot had been all done up, two chairs, table, plenty of guards just in case of attack, and Kiyoshi sitting in one chair in his bandaged/beaten form. All that was left now was the waiting.

As if appearing out of nowhere, Kazuya stepped into view with his hood up as usual, his black overcoat swishing slightly. His katana on his back, Kazuya would stride towards the bandaged, beaten leader of Crows, Kiyoshi Akechi, whom was already seated at the table and surrounded by plenty of guards.
Taking a seat at the remaining chair, Kazuya would pull his hood down, revealing the dark sunglasses he was wearing, as he took them off and exposed his eyes. He had the kind of eyes that looked through you and made you feel like you needed to pull a robe on over your brain.
"... What do you want from me?"

Kiyoshi leaned back in his chair, deciding to skip the fluff and get to the point.
"The city's gone to shit in this whole war situation. Now everyone is running around protecting their own ass while Barker gets stronger and stronger. The rest just try to rely on the same things that got them through high school, that world is dead and burned. If this is going to get better someone has to take a stand. It takes a strong hand to meld steel in the fire."
He paused for a moment.
"But in order to do so I need strong commanders, generals, at my side. I've already lost one to Barker's attack and myself, as you can see, nor my second-in-command are in great condition at the moment. Barker has struck to weaken us but we stand, if anyone is going to crush him... it will be the Crows. In short, I'm asking you to join us."

Kazuya would frown slightly at Kiyoshi, but not as though he was annoyed with him. He seemed to be pondering his answer.
"I won't lie to you Akechi-san," He said slowly, "I have already been recruited for a gang, The Paladins, led by Gabriel Seran. However, I'm only a part of it for one reason, and one reason only: To watch over and help one person, Kevala Katashi, and only her. My loyalty lies with her, not Gabriel. If you still wish it after learning this, I will join you, but I wanted you to know this before allowing me to join your gang. If however, you do not wish it after learning this, then let me leave peacefully, without shedding unnecessary blood this day."

Kiyoshi spat at hearing the name "Gabriel Seran", how he hated that man. From his limited experience with the man, Seran seemed the type to do whatever he had to, to whoever he had to achieve his own goals. The girl was safer far away from Gabriel than at his side, at least in Kiyoshi's opinion. However, he understood the position Kazuya had taken on as he'd done the same.
"You can do, or protect, whatever you want outside of what the Crows need of you. Believe me, there are those outside of the Crows I will not let come to harm at any cost. At the same time, you'll have a duty here... otherwise we will be spinning our gears in the mud the same as everyone else."

"Then it is decided: I shall join the Crows. I promise you that I will fulfill my duty... and I always keep my promises."
It did not matter to Kazuya that Kiyoshi hated Gabriel with every fiber of his being, the man was free to think of whom he wanted, how he wanted. Kazuya was simply there to protect and advise Kevala, as a big brother would, nothing more, nothing less.
"I believe it's best we begin right away. Barker waits for no man, after all. What do you need of me, Kiyoshi?"

A small smile crept over Kiyoshi's face at the acceptance of the offer. It was good to have another ally though no one could honestly replace Areon. Either way, at Kazuya's behest to get started, Kiyoshi gestured one of the guards over. The Crow proceeded to place a marked map of the city on the table between them.
"First, I'll have you report back to the Crows Nest to get initiated and make sure you know what it means to be a Crow. After that, feel free to make suggestions on how we run things or whatever..."
He waved his hand lightly at all the formality stuff before focusing on the map.
"Our navy should be up and running soon, then we move. I'll be leading a force to take the Hermosa Beach area, and I'll have you lead another to take this northern area between Hirotaki and the Dragons. This will improve our positioning and grant us greater access without having to travel through Barker's territory. Think you can handle it?"

Peering down at the map from the bottom of his peripheral vision in mild curiosity, Kazuya would simply nod his head slightly, to confirm he understood Kiyoshi's command. Focusing back on the map, he would make a note of everything on it, his mind already in strategy mode.
"... You need to ask? I'm not called 'The Brains' of a gang I formerly used to lead for nothing. You have nothing to worry about Kiyoshi."
Pulling his dark sunglasses back on and adjusting his gauntlets, Kazuya would then push his chair back and stand up, ready to go.
"... Let's move."

Kiyoshi just smiled at the comment Kazuya made, nice information to know. He was just going of the little bit he had, Fett was the true intel man.
"Just got to be thorough sometimes."
He'd gesture to the assembled group and they'd collect everything to head back to the Crows' Nest. Everything had been covered, agreed upon, and what not, the rest was settling in a preparation for making their move.
