Knock knock

[Sage Sudeki]

Sage would walk up to the front doors and if he wasn't stopped or specifically spoken to he would walk in and go to find an elevator or stairs. Probably signs and stuff telling him where he was and where to go to find Rai's office.

[Raikotsu Sudeki]

It would be a straight hallway directly to his office. He would be sitting at his desk doing paperwork.

[Sage Sudeki]

Spike would knock as he entered and grab a seat, kicking a leg up over the other as he waited patiently for Rai to finish and have a few moments to speak. He'd scratch his nose a bit as he waited.

[Raikotsu Sudeki]

After a moment Rai would set down his paperwork and look up at Spike.

"Hello Spike, and what can I do for you?"

[Sage Sudeki]

Spike would smile and nod when he was addressed.

"I need information if possible. And wanted to pick your brain about some theories going around town so I can squash them out or confirm them and focus my efforts."

Spike would gauge the response from there.

[Raikotsu Sudeki]

Rai would indicate for Spike to have a seat and then he would lean back in his chair and nod.

"Fair enough, what would you like to know?"

[Sage Sudeki]

"First of all, you need to be aware that because of who you are mot Meta's don't trust you or TSI. The Sudeki don't have the best reputation in our world and our Raikotsu was not the most trustworthy."

He'd scratch at the tip of his nose a bit.

"I haven't defended you, but I have tried to ask people to keep an open mind. So I need to know if TSI or this worlds government is working on figuring out our freedom."

[Raikotsu Sudeki]

"Hmm... That explains that one woman's constant distrust of me... However, there is nothing I can do but keep trying to prove that I am not the same man as the one on your world."

He shrugged.

"As for figuring out your freedom, I assure you I'm doing all that I can, including using you and several like you, to help in taking down these organizations. If we can show that not only do you fight for peace but fight with and alongside us, it would go a long way into improving Meta and non-Meta relations. As for this worlds governments... I can't speak for them, but I can offer my opinion? I think most of them would rather ignore you altogether and hope you all just... disappear. There are probably a couple that would want to weaponize you, and others that would rather remove you from the board entirely..."

He sighed.

"Unfortunately I do not know which groups are which at the moment, for I'm sure even on your world, there was no such thing as an Honest politician."

[Sage Sudeki]

Spike would narrow his eyes behind the crystal shades of his sunglasses. Removing them as he decided to look at Rai fully.

"Time will have to tell. You have set in motion a plan from a sleeping Dragon as they would say in my world. There are things you have said that I agree with, and I am working to the end of the long term health and lively hood of the people from my world."

Spike would fold his hands in his lap calmly.

"To that end, I have agreed to a strategy that with-holds our full power for non-lethal means and to put faith in this worlds process for justice. Many of my people wont understand this, but will accept it for the word of a symbol of our own. I need some form of guarantee that we won't be betrayed, because we have accepted life as it is, but it would only take a push for us to declare ourselves a sovereign nation. Weather we are exterminated because of it or not, with your people awakening to Qi, and an untold random scattering of us in the world, the scar left on this world would be unforgettable."

While his words had become ominous he would maintain a smile before ending his small speech.

"So let's strive to work together, yeah?"

[Raikotsu Sudeki]

Rai stared at the young man and pondered. The words he said stated the same goals with obvious and understandable stipulations and ulterior goals. However, he was definitely playing close to his chest... Rai sighed, neither of them would make any headway if both of them held mistrust in the other.

"Agreed. Now, it is... glaringly obvious that you still don't trust me. So, in the spirit of cooperation, what is that you want from me specifically? Information? Gear? What guarantee are you searching for?"

He asked leaning forward resting his elbows on his desk.

Seemed Rai was on the same page at least when it came to what Spike was looking for.

"Information. All you told me before was they were kidnapping Meta's. The only purpose I can even remotely think of any criminal organization to kidnap anyone is to sell. Which means they are trafficking them and selling them to the highest bidder. I get that, easy to put those connections together."

He'd frown now.

"What I don't get is how they are moving in and out of the city. From my understanding your organization has a way to track Qi users and keep people from leaving when they come here. I suspect you either don't have all those bases covered, or you know about their smugglers run and haven't done anything about it. I need to know which it is."

[Raikotsu Sudeki]

"To that, the honest answer is they have found a way to hide Qi signatures. We do have a way to detect and even deactivate Qi. But making it completely hidden... that isn't something we can do. I don't know who, what, or how. But someone has found a way to either fool our sensors or manipulate my men. The later while not impossible is improbable. I hand picked the border guards myself and only the most loyal protect them."

Rai looked legitimately troubled by how they were getting out of the sitting as if it was a puzzle he still hadn't put together.

"What's probably more concerning is that I know of at least 3 different groups that are in Meta trafficking, but only one ships them out of the city, that means that the other two keep their meta's here, right under all of our noses, without anyone knowing about it."

[Sage Sudeki]

That was one of the possible scenario's he didn't like. Was that they were somehow operating right under everyone's awareness and still getting away with it.

"Well full disclosure. That was one of the possibilities I had suspected. Which means it is the most dangerous of the possible outcomes..."

He'd lift a hand to his chin as he thought it out quickly.

"I have put together a group. Multiple teams, a plan, and targets to hit. If my first encounter with these groups was any indication of how they operate my plan should work. The difficult part is going to be the no killing portion of my plan. Other than myself and my work in espionage, assassination, and infiltration. The group I've put together is mostly people who are from countries or clans that specialize in the art of war and killing."

He continued to ponder aloud before nodding and looking at Rai again.

"The basics and to build a repour with you, we will hit a location I've scouted from tracking the aura signatures after confirming it as one of their bases. We will purposefully allow some to escape who will no doubt retreat to safety as those from the restaurants did. Another team will follow and attack the next place with the goal of saving any captured meta children and finding their smugglers run. To... Destroy it and trap the remains inside the city. We will then establish ourselves as a Meta run police like organization working with TSI and the city government and turn over all the captured criminals and publicly releasing all the kidnapped children."

[Raikotsu Sudeki]

Rai nodded in agreement.

"You plan sounds solid, I would only add that if you see any men trying to leave the city find a way to inform me or my border guards, they will be the ones to handle any attempt to leave the city that way you're people don't get in trouble by being seen as trying to leave."

[Sage Sudeki]

"Agreed."

He'd say simply. He didn't suspect anyone of the group he put together would make a run for it. They knew what was at stake, but if they could capture the exit instead of destroy it, he wouldn't deny them that freedom.

Spike would then stand up and bow his head slightly.

"Thank you for the info. I will tell the group I tortured you for the information so it makes more sense that it isn't a lie."
