Kazuya is currently 19 here on 259. He's 21 on 774. You can see why he wouldn't know Jayr here.

I've talked it over with both Ryan and Leon. 774 was put in a different timeline initially due to the fall of 259 at that point in period. As of now, the two timelines have now joined together and characters can transfer while maintaining to the timeline continuum of the same universe.

Ergo, Kazuya is now 21 on here---unless you choose differently, with the right to freedom of age that is given on 259.
