*Highlighted/Outlined area. With their new aquatic capabilities, the Crows had begun to go on the offensive. Using the boats they had acquired, Kiyoshi lead his men up the coast to the target area, 27 in all including all the new specialized troops. Their commander himself was still only 50% from his previous injuries, however this area had gone unclaimed... though that did not mean claiming it would be easy by any means.
Upon landing the Shield and Melee troops would take the front line, with the base troops positioned right behind them. The Heavy Infantry would be tasked to their commander as an Honor Guard and the Scouts would immediately begin scouting the area for possible bases of operations in this area, and for any possible hostiles.

Success!
You have successfully entered the territory.
You have three options.
Raze - You pillage the area for maximum supplies and enslave the people to your will.
Charity - You fill the area with your people, and help the scared civilians.
Encamp - You set up normal and not enteract with the civilian populace.
All three lead to the possability of setting up a stronghold.

The Crows weren't a terrorist force, they weren't an invading army, they were those who would liberate the city from Barker's tyranny. Thus the choice of approach was clear to Kiyoshi as they were relatively unopposed... Charity.
They would assist the scared civilians and bring a sense of peace to the area as much as they could while opening their ranks to those who wished to fight against the man who'd brought this troubled world into existence. Sure the resources may be lacking at the start but that would be rectified later on.

The people slowly come out of hiding to see the fighters that would be their new protectors, or over lords. Still scared as they accept the aid, afraid to hope, afraid to believe. Had it been weeks now? Months? It was all too much for them.
A reprisentative of sorts would come forward, a young man who seemed charismatic enough for people to believe in, his mannerisms say ex-military.
"Would you be so kind as to share what your goals are? We dont have much to offer."
You can either give a speech to the people to ease and possibly recruit, or mingle and try to help solve problems the people of the area have.

Kiyoshi steps forward to address the man with the question, and the crowd at large.
"My goals are simple... to stop Barker."
His gaze shifts more towards the crowd after the first part of his answer.
"And bring peace to the city."

The crowed shares glances for a moment.
"If you help us I have no doubt we will be able to help you."

Kiyoshi nods, before gesturing to all the Crows he'd brought.
"You have our assistance."

"Our main problem stems from a gang around here that has been riding in, taking what they want, beating down anyone that steps up to them and leaving. They dont seem to have a name, but they need to be stopped."

Kiyoshi nodded again, thinking on the issue. There was a lot of information missing, which would make things far more difficult. However this guy seemed like military, so he may have picked up a few things.
"Alright, I take it their mobile. What can you tell me about vehicles? Numbers? The direction they come from? And when the next time they might come is..."

"They ride dirt bikes, not the best riders I've ever seen, but it gets the job done. They usually come about once a week from the main road leading east out of town."

"I see."
Kiyoshi said flatly, obviously in thought. First step was limiting their mobility, and hoping they were as predictable as they seemed.
"Any idea how many there are?"
It made sense to check again. He shifted to nod off to the Scouts to go ahead and check the road for a solid place to set a defense, preferably a stretch with high buildings along the sides and limited alleyways or side roads off the main road.

"My last count ranged in the twenties."
Luckily the scoutes find the choke point to just entering the town to be perfect. three story apartment buildings with small alley ways leading into back lots, going no where. If they took those routes they would be trapped.

"I see..."
Kiyoshi nods yet again, he's a regular nodding machine.
"... any buses or trucks or big vehicles that aren't working? One we might still be able to move. If not a net and all the nails you can find would be good."

The guy would nod back to Kiyoshi's nodding.
"There are some moving trucks still here broke down from the over use durring the mess."

"Excellent, get them in neutral and get as many people as you can to push them into position to block the main road just at that stretch."
Kiyoshi is, of course, referring to the area the scouts found. He turns to his men.
"Myself, the Scouts, and the Base troops will set up just behind the barricade the vehicles create. Give them a target. Heavy Infantry, Melee, and Shield units set up the down street from us, hiding inside a building. When these bikers pass by... we'll trap them."
Back the man helping.
"Any of you wanting to join us are more than welcome."
Time to hurry to get set up.
