I don't see why he wouldn't be allowed to.
Marcus and Levi, among many of the other 552 veterans, were allowed, even though all of the proof of stats are all gone.
But don't quote me on this, ultimately it is John's (Leon Sudeki) call, since he is the admin.

Nah, no need for approval from Leon.
If he'd like to adapt those stats he's fine to do so. Just make sure they are updated in his signature and bio.

Wow, thanks guys for finding that link! So all i have to do is copy that bio and those stats onto a Hiroshi acount here and im all good? Even if this is a old one because my stats were abit highter but still its more then what I found

He now claims to rule the world as its tyrannical leader. Here in Long Beach, there are gangs, three most predominantly, that are putting up a resistance against Barker and freeing citizens that are otherwise being used in experiments. Electricity is no longer running, except in certain areas (depends on who controls it). A lot of formerly common resources are now nearly impossible to come by, unless you have hunter/gatherer/ murderer skills (and are not aligned with a gang [ie. Clean running water, food. You'd be lucky to find shelter in Barker territory that wouldn't be seiged.]) Money is worthless. Some gangs have started to build up an economy (Crows use vouchers in exchange for goods and services to providebthebpeople qith nessecities), but the American dollar is worthless Most buildings are destroyed. Computers and most technology, especially without electricity, is defunct (EMP'S were also dropped, rendering existing technology useless and making almost impossible to build new ones. Most cars and bikes still run (electronic components may not function), but gas is scarce. But the landscape has changed as well, so rolling fown the street might not happen if you were looking from going from point a to point b. ...I THINK that's everything, unless someone wants to add something else? Yeah, you should be able to use those stats, since that link is quite possibly the only updated one I could find for Hiroshi's stats.
Also, about the electricity no longer running, very recently, a thread was posted that had Sean Barker flip back on all the electricity that had been shut off.

Or you can also ask any of us, we'd be happy to help. I would like to dispute the canon of that thread personally. Infrastructure was destroyed in the bombings, so there's no doubt key power grids were destroyed. Furthermore, even if they weren't, the EMP's that were dropped render ALL electronic operated functions useless in a certain radius that they were dropped under. The only way to over come that would be to rebuild ALL rhe infrastructure related to electric power. No threads have been posted or reasons given for how this is plausible.
Furthermore, if it IS going to be considered canon, it would stand to reason that non-Barker controlled areas don't get that benefit.
Buuuuut that's my opinion

John has confirmed after I asked him that the thread is true canon once all the other random stories are over.
The electricity was restored to all territories, not just Barker's territories, and he also rebuilt some of the power grids. It's not completely rebuilt, but it's enough.
