Octazooka - Lann collects the water around him into a ball of water spinning at near super sonic speeds that fires at his target doing his energy in damage +1/2 his energy in damage on direct hit.
-if target is in the rain the water ball tracks the target
-water ball does Lann's energy in damage in splash damage in a ten foot radius

Damage = 7 on direct hit + 18 from rain = 25 damage

Splash damage = 23 damage
