"I think during the war he was a prominent figure that did a lot of good and a lot of bad. I agree and respect his choice to shackle and subdue his power for the safety and security of the accords and the countless lives that depend on that peace. But I also believe he is a potential threat to that same safety and security like all Dragons and it would be wise to keep that in mind when dealing with any of them."
