Gangs. Controversial? Yes. We've all heard about, or 'been in the 552 gang-related issues that kinda killed it for everyone. Taking a hint from Mugen Hall, yet garnishing the bit with our own flair a bit, Dylan, myself, and a few other minds have developed the possibility of kick-starting the rules. NOTE: Most of these are of my own idea, and are all subject to be changed, pending on how its received in 259. This will not affect any other board 'save 259, unlike the customization rules.
One of the issues has been with the stats. Wisdom, Charisma, Intelligence... some seem less useful than others. But, so long as all the boards seem to have these bits connecting them.. I'm against changing them (you may be against this ideology, and I can see you're point, but, my job is just in working with the system.. your guy's jobs are in revolutionizing ). This is to partially give Charisma more use. And possibly Intelligence.
Anyways... let's begin, shall we?
Note: If the 'territory' rule goes through... the staff will have to work on developing the different territories of L.A. Also... PHS #259 is its own territory. That's where the 'Enforcers' reside, to keep other 'outside' gangs out. And may be an end goal for all gangs to eventually invade, after developing their dominance on the board. Out-Of-School known territories are the 'Docks', 'L.A.'s Business District's Alleys' (Granted, Militia never got started [>_>]), and.. uh.. yeah.
Requirements:
-Requires 25 Charisma.
-Requires 2 Other Player Characters To Support You.
-Requires $1000 To Spread Reputation.
-Requires Staff Contact.
-Requires Gang Start-Up In 'School Gangs' Board (Include Starting Location/Territory).
IC Justifications: You think people are just gonna join you? Huh, punk? Naw, man, wheres'at persuasion? You gotta play it smooth, talk to 'em all like real casual, yet come off really powerful. Gotta be a good speaker. Gotta make 'em listen. And when people are already supporting you, people will look at you. You're a man with a plan, and these two buddies of yours are willing to see it through. They believe in ya. Hence, maybe you're worth believing in. And loose cash always speaks well to the communi-teh. Some will of course, rip you off. Others, may, however, come to respect ya. Means you're willing to give back, to get your goals across.
OOC Justifications: The rest of the formatting rules should be obvious. Make a thread, posting everything you're about, contacting the staff so they know what to expect, plot out your territory, or the territory you plan on 'sharing' with a neighboring gang (you may start up into immediate gang wars, or perhaps a treaty/alliance/N.A.P. (Non-Aggression Pact).
Gang Package:
-You Will Receive 10 Gang NPCs.
Maintenance And Other Things:
This is probably why you've come to reading all of this. Getting into a gang fight, gang wars. Gang Wars is all about fighting. Respect. A staff member must be contacted with the mutual agreement of both or more participating gangs that, upon creation of your gang, you are ready to take on all fights, so long as you are outside of school boundaries. This includes, as a gang member, you agree to being labeled, and are suspectible to attacks at any thread you are in, so long as it is an 'open' or 'unlabeled' thread (where it is auto-assumed that your thread is open, unless stated otherwise in the first post).
This does not, however, mean you can be led into ambushes, and forcibly taken down, torn to pieces, etcetera. In fact, if a person of an avid rival gang chooses to start up a thread (open or private), you can choose to post not participating in it (IC). In this mannerism, you could potentially avoid an ambush, or miff a possible 'insider', which will affect the IC story lines. Potentially, you could also choose to participate in a potential ambush, and have your own gang waiting nearby to support you, to reverse an ambush into an ambush, which would result into an all-out gang fight. There are some rules, however...
Gang War Rules:
-No Killing (Unless You Have Consent, And Both Have Contacted A Staff Member. This Extends To NPCs, But Realize That Should They Be Allowed To Be Killed, They Can Be Replaced, So Long As To Maintain A '10 NPCs Per Gang' Quota).
-No Lethal Guns (For The Same Reason We Disfavor Killing, This Is A 'XIN' Board... And Thus, We Encourage Beating The Crap Out Of One Another, But No Guns, Unless For Student Event Purposes, And All Participants Agree To There Being A Gun/Guns. As A Further Penalty, Police May Get Involved, Should A Firearm Be Set Off).
There is potentially more, such as 'conquering' territories, and possibly earning more then 10 Gang NPC's (2 territories = 20 Gang NPC's, or something), but, before I go way out there, I'd like to hear from you guys, get some feedback. Maybe review the standard NPC rules, allow more, maybe make personal NPCs stronger than gang NPC's (allow them to have Qis, reverse the statistics so gang npcs have 10, personal npcs have 15...)... things like that.
Also... Dylan, though he has insufficient statistics, I'd like to say that there should be no ex-post-facto rules, and he be allowed to maintain his gang (since he's at least trying to start a gang war here...), and I'm even willing to pay the $1000 start-up fee for him. However, we'll both have to definetely get some people to join us, or else.. aye.
'Been considering having gangs having 'facilities' or something, that would require intelligence, like 'a training room' for $500.. or something, where 'fighting styles' can be learned by the participating NPCs, in case an PC is up against one of these NPCs and wants to know how one of these NPCs would fight against them, especially if the PC is allowed to RP the NPC.
Considering an idea like.. $1000 = +1 to all Gang NPCs statistics. Or something. Expensive on purpose.
Even considering putting up a limit of how many gangs there can be in existence at one time, in 259, or how many gangs a territory can hold (and yes, the staff/you guys will need to help to put together the 'territory' idea, if that idea pushes through..

- You Can Choose To Create Mini-NPC Profiles For All Of Them Or No.

Setting Up
Maintenance And Other Things:
- You Have Free Reign To Set Up Rules As You Like (Monthly Fees, 'Donations', Etcetera, But Realize Some Things May Deter People...)
- You Can Have Personal NPCs Join The Gang.
- You Can Have A Gang Insignia/Badge/Tattoo That Gives Up To 5 Statistic Point Boosts [Takes Up 1 Miscellaneous Slot, Even A Tattoo].
- Ex.1: Jack O' Trades's Gang Tattoo: +1 Strength, +1 Dexterity, +1 Constitution, +1 Intelligence, +1 Wisdom.
- Ex.2: Meaty Fighter's Gang Badge: +5 Strength.
- Ex.3: Quick 'N' Witty's Gang Badge: +2 Dexterity, +1 Intelligence, +1 Wisdom.
- NOTE: This Badge Applies To All Members (PCs, Gang NPCs, Personal NPCs). Deserters/Leavers May Keep A Memento, But They Must Put A Slash Through It To Officially Leave The Gang [Yes, This Applies To Tattoos As Well] [Personal NPCs May Not Remain In A Gang While The PC Leaves. They Leave When The PC Leaves].
