Afternoon laid itself onto Long Beach with an overbearing sun, marking the end of the first school day for Richard Stock. Math, PE, English, Biology, American History, and his Car Workshop Elective class, all of which made plainly clear how much catching he had to take care of, considering the time of his transferring in. The teachers were sometimes unpleasant, but clearly knowledgeable on their subjects, while the students would poke and prod him, trying to hear his accent. He avoided fights that seemed to break out in class and especially during lunch time, he kept his head down while doing his studies, and took a plethora of notes as he tried to get all his homework done during class. It evolved him from an interesting enigma quickly into a dull student that came off as a little distant, but that was fine. Altogether... a typical first day. Almost. The young transfer sat out in front of the Supervisor's office in the line of chairs, where a few other students were sitting and waiting as well. Quietly, the young Englishman would kick out his leather satchel from beneath his chair and open up a vanilla folder, going over the papers in it that held his proposition inside it. Richard Stock looked again and again at his proposal, as he continued to wait in line to see the Supervisor. It had taken weeks before he had even come to the States to look into the surrounding groceries stores, think over the possible services, and research into further ideas... His mom had told him to leave a place better than when he had come there. And it sounded like a good way to experience some early employment while getting the school to foot the initial costs. But for how easily the ideas came to him at his age? It disturbed even him a little. ...Perhaps it came to him in a dream.

It seemed the day would not allow him to remain as... aloof with his responsibilities as he would of liked considering a student was waiting for him to finish his cigarette. He didn't take his time with it, but he waited long enough to seem like a very busy person at the least. Putting it out and sliding the ash trey into his desk he would spray some air freshener around before going to his door and opening it. Noting the kid in the chairs seemed very mindful of himself he would smile.
"Sorry for taking so long. Please, come in."
Asiv would step back pulling the door with him to give Richard room to walk in.

Slowly the line seemed to disappear. Actually, now that he looked at it, he could swear that some of the students waiting were just waiting for the sun to go down a little before just leaving their seats. Still, all his homework was done for the day so he had nothing else to look forward to, except take the plunge. Finally, after some minutes, he heard the door open and a man with... green messy hair(?) and reddish eyes(?) greeted him with a smile. The greeting man looked rather young for a Supervisor or very well aged, late-twenties or mid-thirties if he had to guess. But then, it made sense to Richard for someone so young to be (presumably) Supervisor, given the more combative nature that PHS #259 was infamous for. Nodding deeply with his head, the young Englishman pulled up his satchel to his side and walked on into the room that the Supervisor had provided. The room smelled of Febreze or something. Trying not to be so impolite as to take a third sniff, Richard looked around the room, confirming that the green-haired man was indeed the only individual inside and summarily the School's Supervisor. He deeply nodded to him again, before walking over to a chair in front of the man's desk, setting to work. Promptly he fished out the white vanilla folder along with a copy of his own personal profile that he had turned into the school for transferring and moving. ---There were hundreds of hundreds of students here, so he figured the reminder on who he was (an English Freshmen transfer) would be appreciated.--- Not really smiling, but keeping respectfully quiet, he would stare at the name at the desk (Mr. Asiv), nod again, and then walk over to wherever Mr. Asiv was standing, whether he was still by the door or now behind his desk or elsewhere, first handing him his profile. "If I may be bold."He then handed over the vanilla folder, along with its proposal for the Student-Run Cafe & Day Spa.

Asiv would close the door and walk over to his desk as they entered, running a hand through his messy green hair before sitting down. His reddish brown eyes would soon look to the student as he handed over a copy of his profile... Looked to be transfer scrips from the folder, he'd slip it up quickly to get a name, before setting it to the side for later. The kid went right to work though, he seemed to like to take in his environment. Asiv's office was rather bland if you really took a look. A few filing cabinets to the east wall, a book shelf with a comfy love seat and plant to the west wall, and directly behind him pointing to the south was a window showing the courtyard with the clock tower and fountain in plain view.
The only luxury of the room would be what looked like a brand new and polished mahogany wood desk with a basic lap top closed on top.
Asiv would open the folder and check over the proposal, it was well thought out and seemed to deal fairly with work, evaluation, and luxury. Could even bring in some extra revenue for the school should it do well. However this kind of extra facility would require something... Some sort of promise, or warning that it was students and things could end up bad. Especially for the current school system. However, Zack didn't plan to turn it down right now or right away, he needed information.
"Well then Mister Stock. You've thought out quite a bit fo this, so I would ask you two questions. First being your own feelings towards handling this, second being how you would suggest we give people some security in their treatment, should this be publicly accessible."

After he held out the proposition papers Richard resumed looking at the room, picking up on all the details he had missed. A good view of...
...A clock tower and a fountain.
He twitched, burying his face in his hand.
No.
It wasn't real. It was a dream. A coincidence.
He quickly recomposed himself, making note of the rest of the room in all of its austerity. It was functional, with a few creature comforts like the love seat and a desk of...
"...Mahogany."
His hand involuntarily went to it, extending a finger to slide along it.
Mahogany.
There was money in this school. Or the completely Spartan design of this room had all been to budget for a mahogany desk---he wasn't quite sure.
Mr Asiv's words broke through his thoughts, breaking him out of his trance, to which Richard blinked thrice. He was being asked for assurance. And it made sense: As far as anyone in PHS #259 was concerned, Richard Stock was a nobody. But in a way, that very fact seemed to fuel his seemingly arbitrary ambition. To prove that he could get a job well done.
To make his dad proud.
"Professionally," he would answer to the first question, before reaching for his satchel, pulling out a pen and paper, and beginning to write on it.
There was the matter of training the students, training himself, presenting the proper atmosphere of comfort, of safety. Next, there was the issue of uniformity, to which if a hourly wage was provided, Richard himself would volunteer his own paycheck to make the gentlemen and women were all uniformly equipped in suits and dresses. For busboys and girls, provided they could get the cooking and baking students involved, the food situation would mostly be handled in a self-sufficient way, with extra students hired for the sake of cleaning bathrooms, the floor, the windows, etcetera. Which came to the next point... these had to be studious, well-behaved students, and granting exclusivity to such students as customers (or even just discounts) would hopefully then encourage other students to perform well.
And as this was a school, perhaps the employees could be allowed to shadow restaurant workers or have restaurant supervisors or managers come over to go over the basics with them---or both at best.
As the person who was proposing this in the first place, obviously his interest in having this project succeed was there, so it would be up to him himself to take the helm and quickly work himself to becoming a supervisor---one year early from turning 16. It was this gamble on having this plan accepted that younger folks like himself could perhaps achieve employment.
So he listed these ideas down. ...And perhaps it was that last point which was most important. Students who were failing to do well in school obviously should not be hired. Likewise, students who were failing the aforementioned suggested evaluations from visiting teachers would encourage them to continue doing well or suffer a pay-grade drop or even get fired. And that was also including Richard Stock.
The performance of them as students had to be good or they had to leave.
But next came the second question and with it a second sheet of paper.
"The Hierarchy."
The student hierarchy. Pillars and Captains. Or the #259 exclusive S.H.C.P. The authority of the school itself would make for a great deterrence and also reinforce (if conducted well) that the Student Hierarchy system was working and keeping students in line to the public eye.
Asking to bring in adults or police would for security would completely defeat the purpose. The point was that this was a student-run project, so it was on the spirit of the students that would make or break this project. ---Of course, again, Richard Stock was a nobody as far as PHS #259 was concerned.
But that did not stop his confidence in this idea. He stared at Mr. Asiv for a yes or no... or a request to wait.

Asiv looked over all of the suggestions and outlines of the project. Seemed he had an eye for detail, which was good. His mind was active and worked through problems from multiple angles.
"I like it. I need you to go to the Pillar Office, as well as the S.H.C.P Office and see if they would be willing to lend someone for presence efforts if nothing else. Emily Suddenfield is the School Captain and head of the Pillars. Stevie-Ray Wilson is the Captain of the S.H.C.P. You have approval to attempt this, and I will take care of paperwork and get the training supervisors ready. There is an old kitchen no longer used down the hall from the cafeteria which you can use."
Asiv wanted to see if the guy could do it.

Richard held up his hands and slammed his left fist into his cupping right hand and nodded with an affirmative.
"Sir! It will be done!" his accent very apparent.
He began gathering his papers, while leaving his proposition papers and vanilla folder with Asiv---he had spares in his satchel. The young Englishman marched himself to the door, turned back to wave, and then promptly excused himself.
Richard Stock was on a mission for the Pillar and S.H.C.P. office.
