What if existing people can teach their Qi, or if people choose to make their own they must make a solo-rp of them developing it.

why don't you ask people just give you a list of possible* chi with information on what it does, stats, like a summary. Then you select the ones you like, get a few people around and create a more detail version and make a list of them?

Actually, yes it does. Not to you maybe, but lack of that consideration could possibly lead to negative/undesired repercussions. I would advise you to be more cautious in the future - especially when questioning whether or not something "matters".
Edit: Oh, no~ Don't misunderstand. Do what you wish. I'm simply saying that ... things happen.
