To track one's enemy. One must have a base of operations. Valekin had moved away from New York to California to track down the last of the Black Hand cell. He had killed Nicholai in Tokyo, Maria in Moscow, and the rest of the Black Hand along the way. There was just one left. The teen Mishka. She was younger when they first met, and not a threat. But Nicholai and Maria had taught her well. Not well enough though. Valekin managed to track her all the way to California. Now it was a simple matter of finding her.
The base of operations in question, was an abandoned factory in the industrial quarter. He had stolen a bed and brought it in the factory managers office, and set up his living quarters in there. This is the place he would operate out of. An obscure spot. Not a soul would think to even look there.

If one must know, the factory's grounds took up an entire block. All of it was fenced in with barbed wire, but on the southern edge there was a steel partician that allowed Valekin to enter the factory. Of course when he broke into the factory, it was the middle of the night, and the quarter was empty.
He had scrounged up a thick blanket in a nearby dumpster as well as a wooden crate. These two ordinary objects allowed him to gain passage into the factory. First, he stacked the crate right in front of the fence next to the partician, then he threw the blanket onto the barbed wire. Thus he scaled the fence. With that over with, it was a simple lock picking procedure to get into the small garage whose partician lead to the street. He stuck his lock pick into the door's knob lock, and felt around inside, then hit the tumbler, and turned it. This unlocked the door.
After Valekin had made his way into the garage, he unlocked the partician from the inside, and locked the door he came in through. Thus he proceeded to drive his stolen '07 Corvette into the garage. He put the vehicle in park, with it's brake and all that jazz, then closed the partician, and locked it.
Well what kind of factory is it, Chris? That's what your thinking. You'll never believe me when I tell you this. It's a bottle cap factory. A 1 and 2 liter bottle cap factory. To make things simple, the factory provided everything he needed to turn it into a fortress. All he really needed was stuff to make it comfy.
Inside the gigantic room with all the conveyor belts and little machines that made the bottle caps, he procured a blowtorch head, and several canisters of it's wonderful gas. He took his dear old time getting himself to the supply lockers where the workers came in and put their stuff. From there he took goggles, and work gloves. This lead to him sealing all but two paths in and out of the factory. The main entrance; through the partician. And the emergency exit, a sulfur chute that hadn't been used in years.
Lucky Valekin he had a blast furnace, plenty of instruction manuals, and blow torches galore. Now all he needed was a few things to make the place livable.
