This is something I have found VERY useful when creating an over powered, yet still possibly beatable quest character from my many attempts at different boards, and my attempts here. There is very little math involvesd so do not dispair.
Now, first things first, in the ones who have joined in the quest, take a few minutes to monitor their stats, whats the highest stats? Who has the one highest, who has the majority highest statistics? Take the numbers you have seen and think about something that you would find challanging, say the highest stat is 35, but there is a person with a bunch of stats withint the 30-35 ratio. You want this character to at least have statistics within the 40-45 ratio.
If this is a main bad guy type quest character, make sure to take into consideration that this guy rules over all of these mini-strong guys. This means the main guy is going to have 10, if not 15 higher in every stat than this guy and his Qi is going to be completely unfair. Hell, he mite even have some item thats just completely bad ass, that can help a player if they take it. Remember also that any items you make for these characters can be taken after defeat.
"Keep what you kill."
Just a word of advice for those having trouble with creating a quest character.
