Sometimes it's hard to understand why people are scared of each other. We're all the same. We all have the same human blood running through our veins. We all breath the same air. And yet it is the differences that set us so far apart from each other. And we fear the unknown, even if it is each other.
Yet, there are those who walk among us who are different. As different as the night sky is from the day. These people were brought to the attention of NATO ten years ago, when one of these different sorts of people killed an entire village. Several more were discovered, with no crimes to speak of. NATO found themselves trying to figure out what to do. The people with Qi were the unknown, but still they were human. They couldn't be treated like animals and put down, but they couldn't be allowed to walk around with the rest of the world.
So, NATO settled on an idea. They took an island in the middle of the North Atlantic and removed all the citizens. It had been an average island housing thousands of people and no more. They destroyed most of the buildings, and rebuilt everything. Top of the line everything.
And then they placed all Qi users they could find there. A prison for the criminals, a mall for the citizens, and a school for the children. Slowly people began to come forward, whether they were Qi users or they ratted others out. One thing was certain, the world was being combed.
As more people were found, the island began to fill. Everyone on the island has the same sort of story, and at first they all spoke about it. The power, whether they had known about it at first or it had just come to them, showed up in the middle of a crowd of people. Some one spoke to the police about it, and they reported it some where or other.
The end result was being dragged before NATO, and having guards placed over you. Your hands clapped in irons, and soon a boat deck was rocking under your feet. The guards escorted you to the dock, on the island... on your new home. With no one there that you know.
