..Doesn't sound too bad to me.
Should we get a better detailed map, or is the vagueness working with this?

Also, one more question...
...Should we have it so that, if, let's say, there are about 4-7 levels of a gang's hierarchy.
I've got the proposition/idea for the first two levels to be reserved to NPCs.
And for every fifth one, that one goes to the second from the bottom-most level, and receives +5 statistics (distribution is decided upon by the person who has personal control over it.. if a gang NPC, all gang NPC's have a set way in how they are built.)
..Sorta like to show a difference in NPC growth.
In that mannerism, every starting gang has about 8 basic fighters, and 2 'squad-leader'-esque fighters.
Yay, or nay?

I got my own question before I have an opinion. What would the judging be for the levels? Or in other words. What expectations would the gang have to meet to advance to the next level?

For NPC's... Every 5th one goes up auto, gets +5. Just so long as its a ratio of 4:1, more weak guys than strong guys. For PC's... ..I'd say 'they prove they're stronger', but it really depends on the gang leader and his requirements. Maybe, something like, "Sophomores and up only" or, "You have to challenge one of the Student Hierarchy" or something.

NPCs: What?
PCs: From what I get it sounds like you're just giving rewards to gangs for no reason which I wouldn't approve of. I mean if they make a huge milestone give them something, but not for no reason.

Well, the +5 statistics only applies to NPCs. Not PCs.
Basically..
Second Level: Bob (NPC) (+5, Maybe Squad Leader Of Four) Dylan (NPC (+5, same schmo)
First Level: Kyle Chris Alan Joe Walter Bruce Willis Chuck Norris Reese Witherspoon
Yar.
And again, for PC's... no statistical gain for going up ranks, just more rather, they've completed the criteria to rise up higher, or maybe the gang leader just deems 'its time'.

NPCs: NPCs should be incredibility weak and not get stronger. That's just how I see it.
PCs: So it's pretty much bragging rights? That's fine by me.

Unless anyone says otherwise, that's fine by me. Gang NPC's and NPCs all around (unless for special occassion, which would usually be mod-related anyways) will only have 10 in each stats.

Eh, don't just do something because I'm the only one that voices an opinion on matters. If you want gang NPCs to get stronger try and convince me. I'm open to change my opinions if you make good points

Well...
Mostly, its to show variety. You don't give +5 to all stats... just +5 stats, overall. Something like...
Strength: 12 Dexterity: 11 Constitution: 11 Intelligence: 10 Wisdom: 11 Charisma: 10
That's all I'm saying. It's barely much. And I'd still say a Freshmen could about have a relatively easy time with a guy he has +25 stats over.

I thought you mean add 5 to every stat. That actually doesn't sound too bad. I don't think it should be easy for the NPCs to get the bonuses though.

...So I did. I've been making very many small mistakes, lately... (MHer's have barely been giving me a rest. -_-).
Well, neither do I, but then, if only every 5th NPC goes up a rank, well, aye. You'd be very reliant on many people coming in and joining. What's more, you'd need to wait for your PC gang members to reach 30 charisma to even have a fighting-type NPC.
..Unless you're allowed to have an NPC with statistics right off the bat. 'Though, we can discuss that later (actually 'been wanting to review more then a few things, and on several topics. Just can't remember all of them at once.).
