Basically Barker attacked the entire world at one time, what you saw in fate was just a distraction, the world is in ruins as its soon to be new over lord is taking over. No one had time to react, no one saw something of this scale coming.
With Leon releasing the virus Barker was working on guns, explosives and anything similarly designed to be a military weapon is being destroyed and broken down into its base element of either dust or ash sometimes even vapor and crystals.
Players lives havn't changed much, it would be the same as if you where in an occupied country, you resist when you think you wont be shot in the face or you continue your life and try to adjust to the new rules.
The fighting is still going on so the rule of Barker hasn't finalized yet.
The Gods: A gang that attacked 259 years ago. One of the families of the gang was severly crippled and they went into wait, the leader of that family is the half brother of Mr. Asiv. They went into hiding a short time after and havn't been heard from until recently.
The Expiraments: When Barker first arrived as the Warden in charge of the Correctional Facility with the Enforcers the students sent to his facility and even surrounding people where taken and expiramented on in many ways. The students attacked to release some friends and the expiraments escaped into hiding as well, gathering together slowly to build a rather large force.
