Fundamentals Rogue (noun):
- a dishonest, knavish person.
- a deceitful and unreliable scoundrel.
- a tramp or vagabond.
Creed
Rogues must be tenacious and unyielding in the face of danger and death. The life of a rogue is perilous, unpredictable, and often short-lived. The rogue must make death his ally, for fear of it will only hinder and harm him.
Rogues must be able to abandon their moral reservations and carry out orders ruthlessly and without hesitation; the brutal slaughter of human beings is no longer a crime in the underground. In fact, it is encouraged.
Rogues must be cunning, focused, and alert; a rogue with slow mental and physical reflexes is as good as dead. A good rogue is tactful and takes advantage of his surroundings at every possible moment, and he never drops his guard. Objectives

Admission Terms & Procedures
By uniting with the Rogues, an individual will be granted protection from the hostile forces of Barker and an opportunity to strike back. However, by becoming a rogue one gives up certain securities and individual freedoms. Rogues are expected to follow orders loyally and obediently; any act of defiance will be punished. Rogues are expected to be enduring, able-bodied and/or able-minded; if an individual is not up to par with standards, he is of no use and will be released or exterminated. Rogues will be subject to rigorous and often painful physical and mental training in order to prepare them for the harsh conditions and imminent battles. Equality and fair treatment are not guaranteed. However, if a rogue is obedient of his superiors, efficient in his tasks, and proves his worth, he will be treated with the respect he has earned.
In order to become a rogue, one must first obtain the preliminary approval of the outfit's highest-ranking officer. If deemed adequate, the individual must then leave the Rogues' territory, fight one of Sean Barker's experiments, and return with its severed head.
This process, as with everything else, is prone to exceptions.

Law Guidelines- Do not disobey orders from a high-ranking officer.
- Do not leave the territory without permission and do not travel by daylight.
- Do not enter the officers' quarters without permission.
- Trespassers must be presented to an officer, who will decide their fate.
- Do not kill other rogues unless told to do so.
- Do not harm the cats or crows.
- Make no disturbances and leave no trace.

- Made of reinforced concrete with cement-sealed windows, it has only two points of entry: the front door which can be easily barred and blocked and heavy grate in the back storage room that leads into the empty parking garage below (connected to a broken vent). There is a hole in the ceiling that allows the smoke from her campfires (only at night, so no attention is drawn to the area) to exit, but it is not big enough for a body to fit through and can be sealed off with heavy sheet metal.
- The building has mostly functioning electricity and water. Kept within it is a massive stock of resources: gallons of extra water, a store of frozen and non-perishable food items, enough coffee to last for years, a large amount of firewood, medical and surgical supplies, a small selection of deadly chemicals including bottles of hydrochloric acid, and an impressive arsenal of weapons including knives, swords, axes, machetes, two chainsaws, a flamethrower, and more.
- It is located on top of a ~45000 sq. ft. abandoned parking structure which has been gated off from the only road that passes it, and there is absolutely no vehicle access. These barred gates are tall, locked with chains, and smothered in barbed wire making them impossible to climb. It’s obvious from the outside that the city did not want anyone to enter here.
- The only way into the parking structure is by broken-down sidewalk path that is hidden from view, the beginning of which is located several hundred yards from the lot itself and does not appear to be connected. The path leads to a fence covered in barbed wire, impossible to climb. It is heavily locked and kept under surveillance by two guards. The wall to the immediate right of this entrance is open, overlooking a steep, barren hill and beyond that, the freeway. There is no vehicle access to this area, and pedestrian access is difficult due to the fact that there is still seven feet of wall between the ground and the opening. (Inside the parking structure, it is only about four feet because the floor is higher.)
