Kiyoshi focused on strengthening his military. That is good. He has left the training of the troops up to you. This is also good.
Your reports say that the people are wary of us. Of Crows, of Militia. This is bad, but can be turned into something that is good. They do not know of us and are curious of us. They are afraid of us because they do not know what it is yet that we stand for.
We must ignite their hearts.
In the old days, it was common to to send care packages through the air and rain pamphlets on the people.
We do not have the resources to send care packages, much less to share our resources.
We can fill the streets with our propaganda, easily.
The people are angry, lost, confused, have no sense of order. Give them stability. Focus their anger, identify the man, give them a picture. Sean Barker. Allow them to realize, to know the face of the man who has given them this world we currently live in. They will hate him and thank you for giving a focus to their blame... and therein a focus to their lives.
Do not confine your propaganda to merely the sanctity of your territory. You must also do this to the neighboring territory that is in Barker's grasp. Make the Barker forces come to know your forces, your name, what you stand for... the people that you are. Let them know you, "Unfettered," Kiyoshi, and the others. Let the forces of Barker come to hate you, so that when you win they come to fear you. Let the people within Barker's territory come to know you so that when you free them, your promises turn into reality and you will ignite their spirits with hope.
Do not steal from the people, for they will become your greatest ally.
Do establish law and order. Punish theft, punish murder, punish rape, etcetera. The people will come to love you, for your existence, the existence of Crows, is the symbol of stability and order.
They will rally, work for, and fight for you, so long as you keep the fuel for the first spark lit.
You can feed the spark with victories.
You can feed the spark with kindness.
You can feed the spark with stability (and therein, order and law).
Listen to the people, ease their suffering when possible, but take good counsel.
Take what you need from the people, but not more. Likewise, do not take less than what you need from the people, for then you will starve yourselves and become useless to the people. Your military might, the might of Crows is what will feed the people stability and deter the forces of Barker. Everything will fall into place so long as you are meticulous, observant, careful, and act when it is right...
