David stood at the front of a small contigent of men, about Twenty in all, moving North out of their Makeshift base in west Athens. It was their weakest position against barker, who could cut off the two sides of the Dragon territory just by invading that strip of land. Unwilling to fight an enemy on Two fronts, David would use the lull from Barkers camps to press up into South Gate. Though his main force was around him, there were three other small forces, ten in each, read to Launch from the surrounding area. Carrying makeshift bats, pipes, and the ilk, David and August would claim the territory, and have a little wiggle room to breathe. ((whichever of you guys wants to get to it first. I posted from my phone, so I couldnt exit to show what territory I'm claiming. It's directly east of the Peace Cafe, the area called "South Gate". ))

There isn't much issue as you start moving around the area, you have the choice of taking over in certain ways.
Normal - You set up operations and occupy the area.
Raid - You sack the area of its resources, causing the survivers of the area to dislike you.
Nagotiate - Find the social leaders and try to nagotiate something to let you occupy.

NEGOTIATE:
David would walk up to a group of five individuals calmly, keeping his tone even.
"Hey- does this area have a leader? A general body that kinda runs things?"

"Um we more or less get together in the city hall and make choices by majority vote."
They answered more out of fear than genuine hospitality. They didn't want to be beat down by the obviouse force moving into the city.

He turned back to his men, holding up a hand with two fingers that meant "Two minutes, take a break".
He turned back to the one who spoke.
"Me and my men mean you no harm. We are a protection force, trying to help people get back on their feet, and stop the possibility of takeover from raiding clans and rogue gangs. We will protect and watch over you and your families, while helping you provide for them. Is this something you are interested in?"
He would hold up a hand.
"Even if you say no, we won't hurt you. We just want to help. My name is David, And I lead the Dragons."

They shared glances.
"It does sound nice, mister. You should probably bring that up with the city hall."
The older gentleman would lead David there.

David stood in front of the council.
"As you probably know, My Name is David Blaze. I represent The Dragon Empire. We wish to set up a base here. We will not harm your people- we will protect you. Guide you if needed. Prevent Raiders from hauling off your women and children, and offer shelter. Your day to day lives will still be governed by this council- we only seek to help you."
"Does this sound fair?"

David paused at the mans voice.
"Honestly? Nothing. We'll continue to protect, and guide, but the civilians will elect a general public figure or Council, much like there was, to run things. From there, a government can form, and a military. Then, we will vanish. We don't want power- we already have it, and always will. We want retribution for all Barker has taken, and offer that to anyone willing to join up."
David watched them calmly, not nervous in the slightest.

The council look amngst each other.
"Those terms are acceptable, though it will take time for the people to get used to being under occupation."

"I understand. They, as well as we, will have to learn to adjust."
He had lied. At least once or twice. Mostly in regard to leaving them alone if they declined. He would have, if necessary, taken this place by force, but he had to give the populace the choice first.
"Is there any major structure in this vicinity that would be easily noticed from a distance. I want our banner seen."

They looked about before speaking.
"There is a town flag pole, goes up rather high and can be seen from most of the town."

He nodded.
They would begin setting up shop there, and within the hour, the Dragon Flag hung from the pole, billowing in the wind.
Time to build and construct a base. His men got started immediately.

David stared out qt the stronghold, grinning.
Good. Things were set in motion now. He would turn and look at any civilians gathered.
"We have no conscription. No draft. But we are looking for good men who want to stand and fight for their families. You will be trained and initiated as Dragons and given the tools to take back the land. But only if you desire it. Anyone who wants to join is welcome, and may come forward."
He would wait.
