DISCLAIMER: I intended this as something to keep my mind busy at work, as I don't much feel like posting. IF anyone is offended they didn't make it to the list. Don't be. I'll update this once a month to accomodate changes.

Phoenix
Kicking off the list at number 10- Phoenix is another one like Jack, but more like his better half. Calmer, more collected, Phoenix is the unknown in the Darkness of Jacks public display, the true face behind the throne Jack seeks. Using this growing power is entirely up to him, which is why he kicks his way in at number 10.

Jack O'Connor
At number 9 on our list, Jack is still a relatively unknown figure. Brutally efficient, wound in strength and feared by his men, He has no inhibitions about stepping out into the night and dancing toe to toe with any fighter in the world- and with his new army moving across the north, Jacks star is on the rise.

Kiyr Barrial
Kiyr is not like most of the others in the list. She is quiet. Shy. Wary. And definitely not searching for power. But whether she wanta it or not, the girl has opportunity knocking. With the Storm Dragon planning on handing her the Sky force, one of the first and most powerful special ops groups currently existing, and each of the Dragon Elders taking her under her wing- I'm sure we will see more of her as she slips her way silently up the list.

Olesya
Number 7? This belongs to Olesya- the Storm Dragons silent companion. Before leaving the gates of Dragon central, Olesya had caught the eye and affections of one of the most powerful players in our ring. Now, several months later, she has some catching up to do- but with the Storm Dragon lifting her up and a cured head on her shoulders, the light will soon shine on this one.

Leon Sudeki
The Lightning Dragon. The title says it all. His overwhelming power is almost as well known as his electric presence. A physical force no man can ignore, Leon Sudeki is a powerhouse. However, his political offsetting has been his biggest downfall- that's all changing, though. With the introduction of his own "Lightning Tower" and the training of a deadly squad, Leon is looking to make a comeback, and he's well on his way to earning his recognition.

Vespyr
Vespyr is not well known by 259's populace- in fact, nobody knows her at all, save one. Still, though economically, politically, and militarily, she seems untested, she still has the ear of "Unfettered" and, more importantly, controls the strongest man-to-man force known. Her soldiers are feared, and even Dragons hesitate before stepping foot in their territory. That kind of claim carries weight, and easily fills her in the number five spot.

Jonathan "Unfettered" Winters
Jonathan "Unfettered" Winters, the leader of the once-top dog Militia and Zero of the Resistance group known as "The Crows", he stands at number four on the list of California's most powerful people. Though not as active among the people as he once was, He still controls the third largest army in all of California. A force for good, "Unfettered" is seen as somewhat of an enigma by most of those in the world. With a WIP relationship with the Dragons, and a willing army and growing economy, "Unfettered" and his Crows are well on their way back to the top.

David Blaze
David Blaze. Not only one of the strongest individuals known, David controls the weight of the Dragons, the second most powerful military force in California. Known by his title, "The Storm Dragon", David's presence can never be ignored. And by controlling the Militarily feared, Politically respected and Economically stable Dragon Territory, he lands in spot number three.

Delilah A Black:
Delilah A Black, First of the gang "The Crows", the third largest force in California. Delilah is the only one of this group not currently ranked as the sole "leader" of her group, though publically, she might as well have this title. Not only do her own armies stand by her right hand, but she has the ear of nearly every other gang out there, and most would rush to her side, whether in rebuilding or in battle. She has the ear of the Gods, the "Storm Dragon", and "Unfettered", and each take her words with great care. As number two, she is climbing heavily toward our number one, but still has a long way to climb.

Sean Barker:
Sean Barker. Evil mastermind, Deadly overlord, master of the known world. Sean Barker was once a scientist, but through a series of well timed attacks and explosive intimidation technique, Sean Barker is both feared and hated by all. His military force completely trumps even the strongest force by several thousand to one. He sees the leaders and gangs of the world as mere flies, to be swatted at his whim, and he would not be wrong in that analogy. Holding the largest strike force, only true global economic force, and no one to answer two, Barker is, and will be for as long as anyone can see, the biggest dog in the yard.
