Rai had gone and asked around some of the other dragons to see if he could find the Storm Dragons location once he had gotten a general understanding of where he was Rai went out in search for him.
He decided it was long past time to seek the wisdom of Blaze, he was under the employment of Mathew and Leon was his uncle so he had rather easy access to their knowledge but Blaze was another story. He didn't know the man real well and he decided it was time to change that.
Rai would look around the area for a bit and getting a little flustered he would hit a nearby wall and sigh. He hoped that he was in the right place. If the other Dragons sent him here as a joke then someone was going to have to pay for the joke...

A low din echoed around the room. Men sat at the table around him. Their voices made the din. David sat at the head, leaning back in the chair, listening to the talk. He didn't quite know why he ran these meetings- perhaps it was to give his warriors a semblance of order. To get them involved in the running of their own country. One of the men, tall, graying and built like a brick shithouse, brought their conversation to bear on the elder Dragon, pulling him into the road of their possibilities.
"Sir, we could do it."
"And what is that we could do, exactly?"
"We could move south. Cut the forces of Barker in half!"
Another man interjected.
"His forces are weak from out border raids, and he had little strength clean south to 259. Would you know like to reclaim your old school, the site where you began?"
David stared at them, then at the map laid on the table.
"Right now, we are fighting this war along one front. That front keeps our people safe, and Barker on his toes. We spike south, we delegate more forces than can be sacrified, and we open a second battlefront. Barker will bring men from the sea, flood us from the left, and wipe out our advance guard. We would lose far more than we could afford."
The graying Captain leaned forward after a moment of silence.
"The we must pluck the weeds around us. To our north is a border gang quietly claiming territory. We have the gods to the northeast- and more importanly, Crows along our borders. We could send a detachment to engage them, take the military base and its resources and make it our own-"
David was up and around the table, his hand flying out and grabbing the man by the throat. He lifted all two hundred twelve pounds with one arm, staring up at the Captain and speaking through gritted teeth.
"Four times you have suggested making war with other gangs. Four times you have insinuated weakening ourselves while Barker would sit and have a laugh. I tire of your constant meddling it affairs you believe should be yours. You would seek to show the people i am weak by multiplying my losses. You are a fool.
The men around the table had stood and backed away. Though they became...eager in their words and offerings, they understood the relationship between themselves and David. They knew he was the dictator and they were under his rule.
For his own part, David hating becoming violent over such things- but the men in this room respected only strength. He could tell that, even now, they only felt disgust that the Captain would betray them. David dropped the man, who fell to his knees.
"Anna, scratch this mans name from our roster. His armor and rank are revoked. For this, private, you will return to the barracks until you learn why we are fighting instead of constantly pointing to who. War is a path to freedom and peace- we don't war simply to make more war.
He waved the man away, and turned back to his men. They clapped fists to their hearts, the guards removing the former captain he had dismissed. He stared at them a long moment.
"Do any of you doubt me? Doubt that I have lead us well?"
They spoke as one.
"No, Storm Dragon."
He clenched his fists.
"And do any of you believe I could not kill you without breaking a sweat?"
"No, Storm Dragon."
He relaxed his fists.
"Then think on that the next time one of you wishes to start a war with our brothers instead of the man who started it all. Because, should one of you raise a hand against them without provocation, you will find me there, tearing your hand and the arm attached to it clean from your body, followed by me beating you to death with it."
They clapped their fists again, bowing. David looked at the clock.
"You are all dismissed."
The men poured out of the building after he spoke, walking straight past Rai. One would mention "blaze" and the war. If Rai went inside, he would find David staring into the cieling, his back to the door Rai walked through. He would be completely alone, though he seemed unconcerned with this.

Rai would see a bunch of men come out of a nearby building since there had been talk about Blaze he figured he had no better leads and walked inside. Upon seeing the Storm Dragon Rai would stay at the entry way and put his fist to his chest in a Dragons salute.
"Excuse me, sir, may I enter?"

David turned in his chair, eyes falling on Rai. He had felt someone enter, but was interested to see how they would announce themselves. He gave a small smile, waving Rai forward.
"You know I have an open door policy. What can I help you with?

Rai nodded and walked in.
"Well to be honest I don't know a whole lot about you, aside the interview we had a while back. I have come to seek whatever wisdom you have to offer. Leon has helped me get stronger through my younger years. Mathew is helping me get even stronger now that I am under his command. So I wanted to see if I could come and seek out more strength from the only Dragon I didn't have an acquaintance with and seek to gain familiarity with you so that I can prove more effective on the battlefield rather than a hindrance."
A long introduction sure, but he wanted to be completely honest.

David would stare, anna coming over to stand behind his shoulder. He would glance up and down Rai, appraising him at a glance.
"Mathew and Leon only concern themselves with strength. Because of that, they become narrow sighted. Sit."
He would wait until Rai had done so before continuing.
"You wish to learn from me- fine. Then i'll train you. But it will be a training of the mind, not the body. You have enough of that. So i'll start with a simple question."
He leaned forward.
"What do you want?"
He waited.

Rai sat as he was told and pondered for a moment over his question.
"If you had asked me before I met Delilah I would have said I want to be able to protect the ones I love. Now I just wish to help bring about peace and keep it that way. Fighting a war merely to seek peace to prevent the suffering of the masses."

David stared.
"I see.How do you plan on getting what you want?"
He wasn't really interested in Delilah in this situation- more in how their discussion had caused such a change of heart. The last time David had asked something similar of Rai, he had wanted nothing more than to be a named one. He was a little concerned at this new change of heart, but he supposed it wasn't unwelcome.
He could use all the devoted soldiers there were.

Rai sat for a moment in silence thinking.
"Truthful answer... I don't really know how. I suppose short answer would be strong, or helpful, enough to help bring a quicker end to Barker and those like him. Then to help rebuild the world that is left over. Help those who are left behind to unify and become a whole again. For that I need to learn leadership, leadership that is earned not taken through brute force. And if not leadership then I would need to hold some kind of trust and influence with those that are in a leadership position."
