If Hard mode is still in effect I would like to put Archer down as hard mode, also does this also mean interactions with player characters also means it's hard mode?
In short, is hard mode PVP + PVE or just PVE?

Honestly, there's no reason for you to go Hard Mode. With your stats, you could easily be taken down by a couple Barker soldiers. You're just opening yourself up to die.

It's really up to the person, though. I mean, Kyrie's on Hard Mode. I don't want to lose her, personally, but, with all the things that have happened to her pre and post-Barker, to have her on Easy Mode would be cheating and cheapening her character and her struggle.
But Hard Mode is in effect and counts for both PVP and PVE--you're open for PCs killing your character and NPCs that are GM'd doing the same.

Again for those who don't know, Archer is my alt >.<
Dying for a new character is nothing too bad you don't lose anything apart from your bio and you gain 30% of your stats to be added onto your new character through legacy.
If on the off chance I succeed with whoever else is in the thread then the rewards gained are significantly worth it.
Not only that everything is in scale. For someone like you fighting in hard mode you will be up against some seriously powered NPC's someone like me however would be up against NPC's which are "stronger" than my character. Everything scales.
