Saburo had noticed a skirmish earlier and it seemed to be getting out of hand he walked closer and closer down the sidewalk towards the skirmish. He was about 20 feet away, and if the crows prided themselves in peace in their lands as much as he thought they did, they would show up to stop this so he could watch, or else he would go in and break it up himself, in times like these, there's no need to fight.
Saburo looked around, there was a few other people watching from the streets but no one was a close as he was. A couple people on nearby rooftops, but he couldn't tell if they were crows or not...Either was the fight was escalating quickly, and something needed to be done.

The wait wouldn't be long.
Both figures that Saburo had noticed on the rooftops dropped from their perches. The people watching the fight would begin to back away at the sight of familiar faces--by the time the fighting group of six noticed that someone was getting closer, it was almost too late.
Talon would grab one man who had a kid in a head lock by the back of his shirt and tossed him backwards, pushing the second two apart roughly with large paws. Sergei would similarly come up behind the other two and kick out their legs to bring them to their knees, leaving only one man standing as the others started to get back up.
Sergei and Talon would loosely surround the men, and to no one's surprise, no one tried to get away. The Tengu were well known in the area as the enforcers of the law; the Crow patrols themselves usually would handle a situation like this, take statements and give them to the Tengu for investigation. Normally.
Which meant that there was more than one reason that the Tengu were present, and why there were two of them. But there would be no question in their authority as they held it wrapped around them like a cloak, both practical in style and ceremonial. They were the executioners of Crows.
"Names," Sergei grunted roughly.
The names of the six would be gathered and then relayed back to the base. Two of the names were not found in the list of Crow civilians. Of the four that were, one was a family man who helped harvest food and vegetables for the Crows in exchange for good and trade, the second a fisherman, the third a distiller of vodka and the last, a seller of produce.
"Explain."
And they would, all at once, but the gist was there. The two men who were not from Crows were accused of trying to steal goods from the shop owner, which the other two claimed was a lie. The fisherman, the farmer and the alcohol maker had gotten dragged into the argument which had turned into a fight. It seemed simple...
but oh, it wasn't.
Talon would stand watch as Sergei took an hour to gather witness testimony from all those present before returning to his comrade's side, brown eyes set firmly on the men before them. "On ze charges of assault in the Crow territory, you vould normally have vun more chance to be redeemink yourself over a probationary period of three months," these sentences would be pressed against the farmer and the distiller. If there was another complaint or incident involving them, the citizen would be banished from all Crow territory unceremoniously. Or killed, depending on the severity of the crime.
As for the remaining four...Talon looked at the two outsiders, leveling an unwavering, intimidating gaze at them.
"You are not a Crow and therefore, we have no jurisdiction to take action against you. You are hereby banished from Crow Territory and your faces will be given to our guards. Should you attempt to breach our borders or assault another man, woman or child who calls our lands home, you will be killed on sight. Return what you stole and you will be escorted out of our land."
Angrily, the men would comply before Sergei would walk them to the borders and formally kick them out.
Meanwhile, Talon would stand towering above the last two perpetrators, looking grim. Hisgaze moved first to the fisherman
"Robert Foster, you are hereby charged with assault and molestation of a minor."
The man looked up, alarmed. How had he known...?
Talon would ignore the stunned, frightened look on the mans face and looked down at the stall owner.
"Marvin Hunt, you are charged with coercion, assault and the attempted murder of a Crow patrolman. You have both been found guilty of these charges."
"Shit--" the stall manager would turn his back to flee and wound up clothes-lined by Talon's strong, muscular arms around his neck. As he fell backwards, the brawny irishman lifted a knee and slammed his head with the meaty part of his fist at the same time as the impact, jarring the brain from within both sides and caving in the skull slightly. Marvin was dead.
Seeing this, the fisherman would stand there in horror as the stall owner was killed. He should have run when he had the chance, after he had done the deed, drunk on his own stupidity and bathtub gin. He should have known they would talk--
Robert didn't have long to think on it, however, as within the next second, Talon's hands were on either side of his head. He wrenched the head and the fisherman's neck snapped abruptly to the side. He crumpled and fell, lifeless.
Sighing to himself, the large irishman would haul the two dead men over his shoulders and drag them to the beach, where they would be burned and their ashes scattered into the sea. No one would speak at their cremation; they would not be missed.

"hmm...interesting" Saburo spoke from where he was. This was useful information and he would be sure to use it.
