Leon would be at the balcony of The Lightning Tower in his battle gear having gathered his entire army all three of the Lightning Squads. As well as as many civilians as would come to this announcement. He would be waiting for the one to arrive in the new uniform he was given. Not to mention the honorable guests.

Lucien would arrive. Today was the day.
He would be wearing a black choker necklace around his neck, a pair of reinforced gloves etched with the word "STRIKE", and, perhaps most importantly... A black jacket, with blue bolts of lightning running down the arms, spiraling around the fabric. They connected in the middle of the shoulders, where sat a blue emblem. To those who had seen it, it would be clear whose coat it was.
Lucien would stay in the shadows of the room for now, not wanting to draw attention to himself. Until the time was right. He kept his eye on Leon, wondering exactly how this was going to happen.

It wasn't hard to not miss something in the masses occurring, especially with the Dragons. Or anything around in general nowadays. I tried my best to stay away from the Tower since I knew he had gone missing. I walked around a little once before but I just couldn't remain there cause I knew I would just continue to wonder where he was. It was better for me to have been away. Yet at the same time it didn't fully help. Things were starting to reveal its head.
.::Her mind danced as she found her way to the tower with the help of one of the escorts Leon left for her. She was considering the Queen, though a title she merely inherited but didn't really wish to be addressed as such. He escorted her to the balcony where lord and behold the missing King was. Was she upset? A little. Would she show now? Nope. She was curious to what this was about. She noted someone wearing something familiar but decided to ignore it for now.::.
I do feel underdressed. My in just simple clothes. Shit didn't know I should've worn armor or battle gear. Oh wells
"You disappear and come back with a roar huh.. Something would've been nice... I won't ask what this is, but afterwards could we talk?"
.::She looked towards the guy in the attire again and back to Leon. Voice firm and calm, but certainly in need::.

Stepping into The Lightning Tower, his Qi activated as usual and dressed in full armor, his sash denoting his rank and title of General, Kazuya would maneuver his way through the crowd gathered, and would settle in the middle of the room amidst the crowd, not exactly blending in, but not exactly in plain sight either. Lifting his head up, he would see Eurydice standing up on the balcony beside The Lightning Dragon himself, Leon Sudeki. King and Queen. His expression remaining cool and calm, he would remain focused on Leon, curious as to what exactly was going on.

Leon would look to Eury.
"Most deffinitly."
Stepping out into a more visible position.
"My people, friends, family, guests. I have summoned this gathering to make an announcement. I am stepping down as Lightning Dragon. I will be retaining my position as an Elder of the Dragons, but I am passing my title on to someone else. A worthy fighter, and a worthy individual. From this day forwards."
Leon would motion for Lucien to step forward.
"The Lightning Dragon will be Lucien DeChain."
Leon would let that sit for a minute.
"He will be given some of Lightning Country to expand at his own whim and command of the Lightning Core Squads."

From the outskirts of the crowd, the tiny shadow-walker watched the proceedings. Leon, missing for so long, was back. And now giving up his own Name to Lucien? She wondered what kind of madness this was. And how? The Name was the person, attached to them because it was them. To grant a person a title already in use...
...quite frankly with what was going on otherwise, it made no sense to her.
Her expression remained composed and serene.
But still, she watched.

Levi stood behind the Lightning Dragon after receiving the summons, unsure of the reasoning behind the gathering of his soldiers. He simply stood stoically, observing his soldiers' formation and posture, noting a couple who would be getting extra training the next day.

And that still sounded so weird to him, even after all the training and preparation he'd done. Lucien DeChain, The Lightning Dragon. It was surreal. As was this.
He chose this moment to step out on to the balcony, to stand at Leon's side. He looked down at the people gathered, and they were all looking up at him. His face was stoic as he took in the reverence of what had just been formally announced.

.::Visibly nothing showed on her face as she looked at Leon make his announcement. Nothing at all. Seemed like she was able to maintain that control over her facial expressions once again. Inside she was filled with inquiries::.
Lucien DeChain? I have no idea who that is, not as though I would anyways. Leon is giving up the Lightning Dragon title? Does this one control lightning as well? After all the names usually ending up conforming to their individual talents no? Of course you'll still be an Elder, but what made you change Leon to give up the title? I mean to me I have no use for titles, but still I understand others use for it and even meanings to them. Yet sometimes I don't but, I'm certainly curious about his absence. But we will talk. You made a promise to me about something to mister
.::Eury looked out over to the people to see individuals reaction before lending her eyes over to this Lucien she didn't know. If Leon deemed him worthy maybe he was. Eury wasn't for every choice Leon made but she wouldn't pass the judgment without getting to know the fella. She knew someone would question so she didn't bother, unless no one did. For now she stood next to Leon, never behind him that's not how she saw things. Patiently she just waited for the proceedings to continue::.

Aryn was actually inside the Lightning Tower, lounging on the - rather comfortable, all things considered - throne and giving about as many fucks as she could give.
--oh yeah.
Which was fuck-all. Zero. Zilch. Zip. Nada. Nothing! Because someone had been AWOL and she was bound by a stupid. fucking. oath. Aryn's foot twitched as an agitated cat's tail would as she watched the proceedings from the rear, emerald eyes bright on Lucien as he stepped forward.
God she needed a fix.
Or another vice to potentially distract herself.
'...shyeah. Right. As if.'
Leaning against her elbow, Aryn's nails made slight clicking sounds against the arm of the chair as she rhythmically drummed them against it, jaw propped against her shoulder.

The blonde tilted her head as a voice spoke up, and turned slightly to where her ears were picking it up. People nearest the figure she knew well moved away. But Kyrie stepped forward, flowing easily through the bodies, weaving without touching them--even those that were moving.
She stepped to the man's side, exhaling softly. Almost a sigh, but not. She didn't say anything, just kept her calm presence next - actually slightly ahead and in front of - to him as she turned her blue eyes back to the tower.

Olesya had shown up as summoned. The first word from the Lightning Dragon in ages. Having taken over all the grunt work for the Dragon Territory, she couldn't possibly miss the opportunity. She'd tried in vain to get David to reassume some responsibility, but it appeared as if none of the Dragons showed interest in running their own psuedo-country. All of the organization...all of the planning...all of the grief...fell on her shoulders. She didn't sleep much anymore. She was growing thin again, dark circles under her eyes the only thing to give her away. Her eyes still blazed with a fire, her jaw still set strong.
But for how long could she shoulder this herself?
She stayed toward the back, crossing her arms and leaning against a pillar. Her heart was already thudding in her chest, her muscles tightening. She didn't have a good feeling about this...
That feeling fell like a cement block in her stomach when he spoke.

Olesya's memories flashed back to the fight at the beach, where Olesya claimed the power of Elder for herself, and David told her of the intricacies and bureaucratic bullshit of gaining a title. But this...THIS!? This was nepotism, and he didn't even pretend to veil it. After ALL she'd done, after ALL she'd sacrificed and continued to sacrifice for this parasitic territory...and this was how she was repaid?!
Had David 'approved' of this?
Had Mathew 'approved' of this?
To her knowledge, and the 'way things were' explained to her, They needed all the remaining Elder's consent to gain a title. Then again, there were probably some unwritten loopholes about willingly giving your title to someone else. But not only that...Leon was keeping the Elder power for himself. Lucien was a puppet.
It was a slap in the face.
It was the greatest insult she'd ever received.
More than that...she hoped David was here to see this, and feel his words shove back down his throat.
Angry could not begin to describe Olesya's mood. In fact, ANGRY was zero degrees Kelvin compared to the liquid rage that flowed through Olesya's veins at this very moment. There were murmurs among the crowd, and someone even spoke up, but Olesya couldn't hear it through the pounding of her heart in her ears. She wanted to bring this whole tower down and kill every single rotten soul in it.
Instead, she turned. And left.

A grim look would form on Kazuya's face as Leon made his announcement, growing grimmer by the second. By the time Leon was finished and a hooded figure spoke up, although he appeared cool and calm, inside, Kazuya was fighting to keep his rage in check. He had worked hard to earn a name, with only Mathew's test left, and Lucien DeChain, who was a Crow, was named the new Lightning Dragon, just like that?
A name was proof of a person's identity, their individuality. He was still going to work towards earning his own name, but as of right now, he was done. Turning around, the crowd parting to let him through, anyone in the balcony would be able to see him leaving.

Leon would wait for Lucien to react as Leon watched the crowed, holding back a grin at the people leaving having heard enough apparently, but he was addressing the speaker, so those leaving didn't phase him as much.
"The rest is months of training, education, and talking it out. The Dragons originated by taking their names from a group of mercenaries originally sent to destroy the spirit of high school children in New York. It evolved from there, but by passing on this name I claim Lucien to be the closest to my thought patterns, actions, and abilities. He fits the name, and the name fits him. I am no longer capable to continuing the struggle of carrying the name. He is the most fit to carry it.
E femm Iheda dras ymm. It is the code of the Lightning Dragon. The will, and the ambition. The Pride so to say, and this Lightning Dragon understood it without being educated, it is who he is. With the agreement, he accepted the burden understanding it fully."
