Orion was completely allowed to talk. Even among the Experiments, he stood out. A lot. So being treated that way... a way to avoid it would be nice, even if temporary.
"Still, this John Striker... to deal with him, we would need every big name person in California to deal with him. That includes the leaders of each faction Kamui, but it would also include each God, each Elder Dragon, the Crow's leaders, whoever they are beyond you Black.... Everyone. This would be a good first step for all the leaders to meet. As strong as this man is, I doubt even he would fuck with a meeting of every name in California. Not without back-up of equal amount, and from what I understand, Barker didn't exactly keep around ultimate high-level people for fear of being overthrown. This is all just speculation of course."

A slow nod gave her acquiescence to Orion's words; unity was the most important thing right now for all those outside of Strike's influence and control. However, a group can still be unified and not amalgamated. That was her only point; and for now, that was serving it's purpose for keeping Strike where he was. It was a lot more formiddable, politically and martially, to have more than one opponent. It was an illusion of perspective, but it also had to do with the 'rule of majority'; "This many people think this one guy is bad, so they must be right, right?" Human psychology.
Turning back to Kamui as he spoke, Delilah inclined her head with a smile. "Thank you; aid will be sent to the communities within your walls within the next few hours, should you require it."
