Davids eyes turned to Kiyr as she walked in.

He would wait until she did so.

He nodded to his little Dragon he flew off his shoulder and scratched at the wall. The stone shifting noticeably as every small crack and imperfection in the stone room shifted and became perfectly smooth. The Dragon sat on the ground and gave Mathew a smile that said it was quite pleased with itself. "We're good." Mathew would say.

"Yesterday, my Voice was taken from god territory, right under the very noses of the people we merged with. I don't blame them- I blame us. I should be out looking for her- but she would never forgive me if I abandoned my duty to this territory, and to my people. To Maddie."
He put his hands behind his back.
"Kiyr, as our General has betrayed us and my Voice is captured, you are to fill that hole. Until my orders change, or she is found and returned, you are my acting Voice. As such, we are to assume that we have hostiles in the territory, and we are also to assume that Kazuya cannot be trusted until we know otherwise. Due to these instances of our people being targeted, I called you all here to have a unified lockdown order. The borders of Dragon territory sealed tight. No one in, or out, without our seal. This includes those we consider friends- the Crows, the Gods...even neutral parties. Regular patrols in fifty groups of five throughout our territory, each of them with a God or a Dragon officer at the head."
He was serious- this was business, and lives were at stake.
"No more fucking around. Until we know where everyone stands, and until we clear our shit up, this place needs to be sealed."

"Well shit, I'll rubber stamp that. We doing a full on inquisition to try and find the leaks or how do we want to find the source of the problems? Because if we got a mole then we need to either sever it's head with a shovel. Or start feeding it false information." Mr. Kaar said:
"Well the fun way is to kill everyone and start over, but no one ever wants to do the fun way. So I'll stamp on the lock down, of which should help us find the information that is being leaked, but not so much the informant." Kyrie Blaze said:
The weight piled onto her shoulders--as she knew it would. She'd known of Olesya's capture, of course...among other things, like the letter she had been given. She stared and blinked her wide eyes at David for his words...Shell-shocked once more, but, able to set it aside due to the situation at hand.
Her eyes darted to Mathew as she grasped her composure once again, taking in his thoughts before her gaze turned to leon. David's words she turned over; she didn't know Kazuya, but could take the Storm Dragon's words for face value...to an extent. Kazuya had not participated in the battle against Barker. She'd only worked with him briefly within the Sky Force when she first had her Ghost Leader rank. It certainly wasn't enough for her to get a bead on who he was.
"Lockdown is our best bet, for the moment. Are we all keeping our ears to the ground or are we taking a more active role?"
Or perhaps he had in mind just one. She wasn't sure.

Eyes turned to leon.
"You hit the button on the nose. I have an informant. Her name is Anna, and she's been rotting in our prison for the months since we discovered she was a traitor. I have also discovered that, since before we found her out, she was plotting to turn on those she was working for, swear loyalty and tell us everything. I'll take that offer."
Now his eyes turned to Kiyr.
"Once Anna gives us some names...we're gonna start capturing them. They will give us more names...some will undoubtedly resist, and those we will of course kill. But we're going to irradicate them all. Even when we do, though...outside forces can't be counted on. Strike, Kazuya, the Expirements to the north...we just don't know enough to be secure, so our Borders will also be closed for that reason...and that is the reason we will tell our people. Not that there are spies or killers...but that its for their protection."

His opinion of the man had plummited with how close he came to the test and failed. To be within the bank and unable to hand the items in. A lack of conviction. Making excuses and slipping away without talking to them first like men. Abandoning all of his duties. The man was a coward and a slimeball. He wouldn't put this above him.

She'd liked her. Might like her still, if she returned to them, though...Kyrie would undoubtedly watch her for some time.The more pressing matter was Kazuya.
Her eyes slid between the three.
"People change. His track record has been...rather deplorable. Does that and his defection make cause for killing him..? Likely so."

David chewed his lip a moment."At one time, he was a friend. I don't want that to be the truth. But it is a possibility I have considered. If such is the case, or evidence is brought that backs it up...I'll march the army on his place myself, and cut off his head. But I still hold out hope that he's not so far gone as to refuse counsel. As for the experiments...they could be potential allies in the war on Strike. Someone should reach out to them, find out their motives."
He turned his eyes back to Kiyr.
"I'd like you to issue the order. Tonight. Also, this war room is locked down as well. Nobody gets in without my say so, or the say so of another Elder. Meaning, we walk them through the damn doors. I have the order of closure here...signed by me already. leon, Mathew, if you wanna slap your seals here, we can get started."

She left it inclusive though she really wasn't sure how much 'power' she had amongst them just yet. She was not an Elder, yet was here.
Blue eyes flickered in momentary amusement at leon's words.

His eyes turned to Kiyr, before he shook his head.
"No. I'll walk my sword to LAX, line them up, and cut off their heads one at a time after whatever religious figure they had in life prays over them. I don't need permission for that. Neither do Mathew or leon. The only difference is, I think, that I believe the one issuing the sentence should swing the sword, at least for those kinds of things."
He used the wind to slide the paper over to Kiyr.
"You have the signed order. See it done. There is food on the counter if you guys are hungry...otherwise I think we are good to go."

Hungry? She was always hungry. Now it wasn't actual hunger, but a sort of psychological side-effect of BEING hungry for a few years. It was something she could ignore, now...but she was disappointed that she wouldn't.
Her fingers carefully curled around the missive before she rose to her feet.
"Consider the orders issued."

David turned to leon, frowning.
"No. Bad leon. Play nice."

"Right, well don't bother heading to my house. You won't find it."He said with a small snort. He let out a whistle and the Dragon flew up to his shoulder and curled up, it's tail wrapping around his neck as he bailed out.

Ack! Part of her flailed in glee as she skipped a step and jumped to catch the pizza slice with her free hand to keep the paper without grease marks. She gave a short bow and then would slide the deadbolts back to exit and deliver the ordinance to the borders and main Dragon Officers......and, well, everyone in Dragon Territory, really.
