Territory 259 "Cabal", the land where it all began.
To talk about Cabal we first have to start with one man.

The Leader of Cabal and mastermind behind the Accords. There were as many legends and mysteries about his as there were anyone at the time. The Dragons, The Gods, Prota, Territory 1. Somehow no matter who you talk to someone has at least seen the guy around.
He is personable, doesn't talk about himself much, and always seems to push those around him further. Calm methodic, calculating, playing the long game or the see what happens game in most things has translated to the Cabal we all know and love today.
There is some idea of what once was. Laws, police, military, government. It's just adjusted to make room for everything else that has happened in the world. There aren't taxes, no intrusive investigations or suspicions, the borders are closed with a harsh travel law and citizen application.
However Cabal is huge and with it's population it's impossible to have a presence everywhere.
The War For Power is living proof what it takes to survive. Cabal under Asiv didn't just survive, it thrived, cutting huge swaths into the northern continent like it was nothing, a blitzkrieg of hope, razing enemy fortresses and lands while raising inspired hopefuls ready to make life better. With the Accords they took the first major step by giving everyone a safe base, a place to call home and feel protected. In the chaos of that ten years of destruction no one felt like building, like reclaiming what was lost. All they cared about was 'Will I live one more hour?'
Cabal's Legends extend from The Gods to The Dragons. Mathew 'The Earth Dragon' Amtrum, David 'The Storm Dragon' Blaze, Leon 'The Lightning Dragon' Sudeki. The Elders of their order and arguably the most famous figures within Cabal. So famous as to make their actions highly restricted and observed. Not just by Cabal, but almost every other territory has a vested interest in their day to day activity.
Some view the Dragons as saviors, messiah's, bringers of hope. While others view them as gods of death, harbingers of the end, destruction in mortal form.
Now they could rebuild.
First thing was homes, repairing buildings that could be repaired, using all the knowledge of qi and construction available to Cabal and it's undersigned territories like Ayatlan and Mount Olympus they got a semblance of infrastructure back up and running. Qi Engines, energy waves connecting crystals through invisible lines of power, making power lines obsolete.
Next came a new issue.
Scared powerful Qi users being born, popping up, exploding with uncontrollable emotionally charged power. It was dangerous and people needed to learn how to control it. Not just those from the war, but normal people who just wanted normal lives one day figuring out they can bend space, and manipulate matter based on feelings they can't even begin to fully understand.
Zack instated the Academy Policy for Cabal which other territories adopted and it was quickly added to a revised version of the accords. Academies installed in territories could provide a safe place to learn and advance your skills and understanding of your power and yourself to the point of making it safe to return to everyday life.
Cabal has multiple cities worth of people in its own territory let alone its subsidiaries. Making it's Academy one of the largest and well known around the whole. Making it an epicenter of knowledge, power, technology, and breakthrough in all of the above.
Let's talk about normal life.
Your average citizen probably has an apartment or mid tier townhome with a dead end job working as a bartender, flipping burgers, or transportation of people, goods, or simply making it paycheck to paycheck. There are some who live in mansions or up on the top floor of some executive business skyscraper still standing, but those are few and far between still.
It's still slightly rare for people to have Qi Engine rebuilt vehicles of any sort. Most travel within Cabal is done via Qi Rails. Large five hundred passenger trains that flout on energy rails about thirty feet above the ground. There are people using horses, bicycles and such, but in most city limits Qi Rails are your best bet.
Communities are pretty tight nit due to the limitations of travel so everyone knows everyone kind of vibe. People in Cabal also maintain their vices. Alcohol, gambling, hookers, cigarettes. Laws are pretty loose on that kind of activity with appropriate permissions and no one is harmed or forced to do anything against their will.
Cabal's Military Ranks and Responsibilities
When you first arrive at the Academy you are a Trainee, if you intend on joining the military or not. However proceed to graduation and decide to join the military and you will become an "Adept".
Adept's are the first rank within Cabal's military and thus is tasked with joining a squad and completing missions. Generally small duty shifts like patrols, or cooperating with local law enforcement. Sometimes hunting dangerous Qi Beasts. Move on from this position and you gain the rank of "Veteran"
Veteran's are the next Second rank and are considered quite formidable. Promotion to this rank is a great show of trust as this gives them command over Adept's. This is a leadership rank and generally shows an almost elite status in the military. They are tasked with personal guard missions VIP protection, High Risk Target missions, and diplomatic jobs. Moving up from here we have "Master"
Master's are the rare officer of the Cabal military and are few and far between. They are in command of their Qi, and have the knowledge to appropriately guide others. They are Elite's, Ace's. They have accomplished more than most, their mission experience and field of study is something to listen to no matter who you are. Upwards from this rank are Commander and Special Commander positions.
Commanders are the highest rank achieved within Cabal's military. They have full command over the force, and act as advisers to the President of Cabal directly on courses of action when it comes to military and Academy Training. Special Commanders are people who are lower ranks who have been assigned to the position of a Commander. Meaning, in the field they have the authority of a Commander, but it is due to a trust in their ability to make decisions, and that their knowledge is on par with the Elite units of Cabal.
