Territory 223 or otherwise named Lightning Country, mostly due to the perpetual dark and rainy clouds that hover over the territory, is somewhat large and seemingly old fashioned. its Leader is the Lightning Dragon Leon Sudeki who had cut a chunk out of the world for his own. During the war Leon would constantly fuck off on his own and build his little section of the world with his Three Dragon Core Squads. Starting with the construction of Lightning Tower.
Lightning Country is part of the accords for trade and other such, but it does not follow the laws of sending people to Cabal, in return Leon works at Cabal as a Supervisor and Instructor. Contributing heavily to their over all military force.
The Territory is run in some sort of strange nobility style structure. Leon calls himself the "Emperor" though it's simply a title and nothing like an imperial setting. He has a council of leaders, advisors, and sub leaders it sounds like it would fall apart immediately, but there is some sort of beauty to the chaos and inner rules, honor, law. To explain the structure lets follow along.

Each Family head is an equal leader between themselves, and all answer to the final word the the "Emperor". Each family has it's own way of doing things, own small towns or villages to run. Like a miniature country with it's own states. Sudeki Family acts as a main branch family thus any members there in who hold any significant rank outrank others of equal rank from other families. There are a few things you don't do in Lightning Country and these families are the police, judge, military, and in a lot of cases business owners and tradesman. They are the government and everything you want to look out for.
-Obey the Emperor
-Never go against a Family
-If a member of a family, Never attack a civilian without cause
-Never Lie
-Never Steal
They are simply laws, but they are binding. Even citizens of Lightning Country are held to these laws from a high sense of honor. As well consequences are usually rough, from cutting off fingers/tongues to straight up execution. They allows trial by combat and opportunity to prove your innocence so it's not like its decided ahead of time. There have even been tales of people getting off the hook for being a more honorable or interesting person than the situation that happened.
With this life however there are protocols and expectations of any member of a Family in Lightning Country. Simple stuff like getting doors, lighting smokes, pulling out chairs. Family Head's are treated like royalty or nobility. The citizens have even taking to bowing when in their presence unless spoken to to prevent misunderstandings. It's also expected you try to move up, get promoted, expand the family. The only way to do that is to fight, grow stronger, prove your worth.
