In the beginning, Dirt was nothing. Being essentially the sole Qi user aside from Rose, Elias ran this territory as he felt fit. The people here barely managed to survive, scraping together whatever meager resources they can find, and they lived in constant fear of a stronger force, be it a Qi user or another territory, coming in and wiping them out.
Under Elias' new leadership, the Kingdom of Dirt, thereafter known as the Kingdom of Gaia, has become increasingly militaristic, with zealot knights enforcing Elias' will whenever he is away. The common folk are forced into slave labor, while those who are strong enough are placed into the military, trained under bandits Elias has subjugated from neighboring areas, while working with animals like wolves and dogs as their war companions. The most resourceful and cunning are given special privileges, including power over others and ability to own slaves, though most material wealth is given directly to Elias.
Propaganda and education is centered around teaching the inhabitants that Elias is their God-King, bringing them out of the horrors of the aftermath of the Great War, and leading them out of the dark ages. Those who rebel are placed into increasingly difficult slavery, and further rebellion is met with torture and/or death. By kidnapping those from surrounding territories, including those who had been passing through their borders, Dirt's meager population grew exponentially. This aggressive expansionism was quickly curbed by the big 4, and Dirt was placed under 259’s authority.
Now, of course, such practices are "discouraged" by its king, though it is not unheard of for traveling caravans to go missing. These changes have caused Dirt to grow from its humble, and quite frankly disgusting beginnings, into a thriving territory.

In more recent times, the slave trade has become a part of daily life, though the majority of citizens in Dirt are considered free. Their education has convinced them that staying within the walls of Dirt keeps them safe, and they willingly live their lives for the betterment of Dirt as a whole.
