Territory 1 was the first territory to be carved out during the great war. What began as a humble workshop around an unspoiled water source became a town, which became a city, which in turn became a fortress. The Great Walled City of Territory One is protected by huge turrets that were ripped from military installations during the war. These weapons of the old world are able to be powered because of the nature of The Punk's abilities. His ability to make old world tech and weaponry work along with his hold over the biggest water source in the desert has made him the defacto ruler of territory 1. And the danger posed by the old world weapons have allowed Territory 1 to operate with independence outside and separate of the accords.
Over the years Territory 1 had become a hub of illegal activity. A port to the sea was offered as a safe haven for the pirates of the far islands to sell their wares to the main land, with little question about where it came from. This along with Punk's exceptional craftsmanship on weaponry and armor has forced all of the big four in some way to either deal with Territory 1 to keep up with their rivals that are dealing with Territory 1, or to at the very least tolerate it's existence.
