Originally a small town with one gas station and a few shops before you went through the mountains, Territory 240 signed the Accords as a protectorate of Cabal under the name Bergsten. The people lived out the years during and after the war literally carving their existence into the mountains, using the remains of their old lives as scraps for the new. Too far out to safely travel to a larger territory, the settlement is full of hard workers and people who are used to labor, with few exceptions. For years, the town was close to dying out from lack of resources, and was close to dying out at sickness ten years prior, but Cabal's support allowed them to continue their work and build their lives.
Bergsten consists of a settlement that's equal to a small village in the Rocky Mountains, built into the mountain walls itself for additional protection from the various threats they face. Towards the borders of the territory are a couple of outposts to help encourage trade to the south and help export items to the north, providing decent passage to and from The Wall. People passing through find friendly faces, with some being watchful for the sake of security and others ignoring them altogether as they work on various projects that help the territory to support Cabal and other areas by developing qi crystal technology.
With few natural resources on hand, the settlement is made up of a small council of five families supporting the major forms of living: Trade, Mining, and Technology, with an additional position for managing security and a negotiator whose main job is to ensure the jobs they take to help other protectorates are in line with the Accords as well as their best interest. They also tend to be the ones monitoring the outposts and flow of traffic.
Building off the basics of Cabal's public tech and developing it further, the village relies on mental and physical labor as much as they can, and that same tech allowed them to build when manpower was too little or there were just too few in the two to do everything alone. The village is a different sight at night with small lamps buried in the walls like stars, a bright spot of beauty in an other sparse and industrial area. Advances from this area include smaller qi engines for machines and developing customizations for the PT (Personal Tool) that those at Cabal Academy wear.
The territory itself sports few qi users, but deals with them often enough. They are viewed as unusual and worth studying if given permission and the opportunity (some may argue not in that order). They approve of developing qi as they would developing a person's strengths and other abilities, looking down on the more destructive uses and attitudes some qi users have with it. They are aware of the dangers, but haven't faced them personally.
