Decided to get this done. Please discuss/critique/ask/etcetera.
These are the following types of NPCs and the rules that apply to them. All these rules are in line with PHS 259: Site Rules and do not overrule them. The staff reserves the right to edit these NPC rules at any time.
Credit to Corey and John for a majority of included ideas/work on the NPCs.
[/li][li]EXP/Items awarded do not multiply itself for one for each Personal NPC a person has on their account unless stated otherwise and only. EXP/Item must be distributed between.
[/li][li]You may give your/a Personal NPC an item. However this item becomes that Personal NPC's item forever. The only way to repossess the item from the Personal NPC is to kill him/her.
[/li][li]NPC-Exclusive items may be given, transferred to another NPC, and taken away at the RPer's leisure.
[/li][li]A Personal NPC that is killed by another PC with your permission can be replaced for that RPer account.
[/li][li]A Personal NPC that is killed by your PC is irreplaceable and will permanently reduce your total Personal NPC total possible count. This is to prevent item repossession abuse.
[/li][li]Your Personal NPC may not die without your consent.
[/li][li]The Personal NPC template set-up is up to you, but give him/her a name, an image/description of their appearance, and their statistics at a bare minimum.
Any question that is answered that was previously not in the F.A.Q. will be added here and established as part of the NPC rules, equivalent to 259 established Common Law. This will be updated as frequently as new questions/situations arise involving NPCs.
NPCs

Non-Statistical NPCs
- You can have as many of them as you want.
- Other PCs may control them only with given consent.
- NS NPCs may not fight without given consent.
- Should you start a thread with NS NPCs expressly involved in combative means, any person(s) who joins the thread can be assumed to have given auto-consent.
- You have full control over their mannerisms, age, relation, etcetera. Please keep them IC to themselves.
- NPCs that are not Personal or Gang NPCs are not NS NPCs. These fall under the category of Storyline NPCs.
- Fighting with NS NPCs may nullify EXP gain for all involved parties
Storyline NPCs
- You can have as many of them as you want.
- Other PCs may control them only with given consent.
- You are trusted not to abuse SL NPC usage.
- SL NPCs may not be used/appear in Staff-run quest threads of anything of similar theme. Everywhere else is fine.
- You have full control over their mannerisms, age, relation, etcetera. Please keep them IC to themselves.
- Threads introduced with SL to start subject all participating participants to auto-consent.
- Fighting with SL NPCs may nullify EXP gain for all involved parties depending on the nature of how the SL NPCs are used.
- Conversely, PC-run Student Events/SL threads run the possibility of Staff-awarded bonus EXP. This possibility is pending and reserved for the Administrator.
Personal NPCs
- You may acquire 1 Personal NPC for every 15 Base Charisma your character Attains, up to 5 NPCs/75 Charisma Max.
- These NPCs may be used in all threads without consent.
- You have full control over their mannerisms, age, relation, etcetera. Please keep them IC to themselves.
- Other PCs may control them only with given consent.
- Personal NPC(s) must be human.
- Personal NPC(s) may not have Qis.
- Personal NPC usage does not obstruct EXP gain.
- Personal NPC usage does not award the fellow RPer with additional fight EXP.
- Personal NPCs start out with 60 EXP and may be distributed as you like so long as the following are adhered:
- Minimum statistic of 5 in every statistic applies.
- Maximum of 45 in every statistic.
- The 45 Statistic cap may exceeded with item usage but do not count as base statistics unless the item itself raises the base cap.
- Minimum statistic of 5 in every statistic applies.

- Example: Billy controls his PC, Mr. Dufflebag and his NPC, Mr. Geist. Upon completing a class, he is awarded 3 EXP. Billy may not give both Mr. Dufflebag and Mr. Geist 3 EXP: This EXP must be split. Billy can decide to give Mr. Dufflebag all of his earned EXP and Mr. Geist nothing. Conversely, Mr. Dufflebag may get 1 EXP and Mr. Geist may get 2 EXP.

- If you're looking for Personal NPC template idea, go look at already pre-established templates set up by your fellow RPers. How much detail you put into them is up to you and is encouraged.
Gang NPCs
- For every 5 Base Charisma the gang leader has, they may add +1 Gang NPC with 8 in every statistic.
- For every PC member in a gang, they may add +1 Gang NPC with 8 in every statistic.
- Gang NPCs do not have to have names and may be generic.
- Gang NPCs may be accepted or rejected into quests/classes/etcetera at the Staff's/Teacher's/Etcetera's leisure.
- Consented presence of Gang NPCs in a thread by one gang makes it open to all other gangs.
- Gang NPC(s) must be human.
- Gang NPC(s) may not have Qis.
- Gang NPC usage does not obstruct EXP gain.
- Gang NPC(s) do not grow without upgrades/items.
- Gang NPC(s) may not be given PC items.
- Gang NPC(s) may obtain NPC-exclusive items, but must be noted individually.
- Gang NPC(s) kill/incapacitation consent disposition is up to the Gang leader to disclaim on his/her gang page.
- Gang NPC(s) may be replaced without restriction.

- Can I have a thread purely with NS NPCs, excluding my Personal Character (PC)?
-As this has not occurred, nor is this listed in the rules thus far, yes you may. - What are NS NPCs primarily used for?
-Typically, NS NPCs are utilized for character foundation (family), to fill in non-PC filled roles (ex. NPC bar tender serving PCs drinks), and other storyline-based situations. - Do I have to give consent for usage of my NPCs publicly or are PMs alright?
-If control of a said NPC or NPCs are inclusive to that thread only, so long as there are no issue with the participants, PM or other hidden consent (so long as given) is fine. Stat-Enforceable NPCs (Gang and/or Personal) must be publicly given (bio, gang thread, and other places of permanent (easy) accessibility are all fine). - Is there any limit to the statistics I can give a Storyline NPC?
-Not typically, but be reasonable. We haven't had the issue of a person running around the school with an NPC with 999 in every statistical field, destroying the place, a level of power that is an unspoken reserved right to Quest Characters. Should this be attempted/become an issue, the offending thread may be condemned to "Non-Canon" status and Staff action/rule establishment may occur. - Someone is using their Personal/Gang/Etcetera NPCs and I don't want him/her to!
-In the same right that the person has those rights to utilize those NPCs, you also have the right to not subject yourself to these NPCs. Civil agreements/disclaimers between the participant and yourself should be utilized before threading if this is a huge issue for yourself/the participant. Failure to civilly come to terms/compromise should be brought to Staff attention to remedy the situation. Immature behavior will attended to accordingly by Staff. - Is my Personal NPC limited by my own character's statistical post-rank capacity?
-No. You can start growing your NPCs to their 45 cap as soon as you want to. - I want to save my EXP to deposit later into my future Personal NPC when I unlock him/her. Is this allowed?
-Yes. Have at it. - I do not want to unlock my Personal NPC just yet for (fill-in) reason.
-You don't have to have a Personal NPC if you don't want to. How you roleplay is totally up to you. - Why do you not allow a Personal NPC to give back an item to the PC?
-PC items tend to be dramatically more powerful then NPC-exclusive items. We don't want to actively discourage you (as that is pretty damn cool), but want you to think carefully before you give an NPC an item. - Hur hur. I'ma have my friend's PC kill my Personal NPC "on accident" so my PC can get his item back and replace my Personal NPC
-As this hasn't occurred, you are perfectly within your right to do this... for now. Should this loophole become highly abused, expect Staff to take action and establish a remedying rule.~ - Do I have to keep track of my Personal NPCs EXP gains?
-No, but this is highly recommended, as with your own PC. Should a Staff crackdown occur, you will be at the Staff's mercy for your responsibility/irresponsibility to account for yourself. - I'm pretty sure that person is using more Gang NPCs then they are allowed to have...
-Depending on the usage, Offenders may face a variety of punishment (Staff Gang Removal, Warning(s), Site Suspension, Site Ban, Site Permanent Ban, Lecture(s), Thread Canon Rejection). It is the responsibility of the gang leader to account for their gang and themselves.
