I've seen it played with on this board so far, I just wanna grab the topic and pull it into the open for all to see and discuss.
One of the idea's I had was using Arkham and his army of Scavangers (See the Dark knight Rises thread for more info.) to basicaly give a sence of danger to the Neutral zone. Having them pop into threads much like what I did with Stella (Who seems to be digging it so far.....)
Leon also commented on roving Barker Hit squads popping up now and again and I personaly think this is an AWESOME idea and would love to see more of it.

Hmmm... you know, it would make sense.
Their are legions of us factions, but what about the other areas? Aside from Barker's scouts, we would also have to contend with local gangs, Barker's assassins, and civilians who may not like us. These random encounters could also be beneficial as well.
Civilians wanting to show support, gangs wanting to form an alliance with a faction... this is a breathing city, and it doesn't all revolve around us, however big a part we happen to be in it.
Food for thought.

Like what Marcus said above, and as an extra example in "Time for a little fun" where we had a 'random encounter' makes for great character development and everything.
We need more of this, and as (unfortunately) a few of our mods are somewhat less-than active, especially as of late, this also means we need more mod related activity, which means more mods.
I'll put in a vote for both Marcus and David. They're both great storytellers who get involved with making great NPC's that make you have to think on your toes. For those same reasons, Orion should be considered as well, and as I understand it, at least two of these three are already in 'consideration' for the roles.
I'll also volunteer my own services if any kind of help is required at any level. I'm on frequently enough (read: EVERY GFD DAY) and I've been on the site long enough that it'll be easy for me to help out where necessary.

While trying not to steer this thread away from its original purpose, I'd second Gemmy's motion there, in all counts.
I've been thinking about this, too, and even in non-moderator situations, you can do some great storytelling and plot thickening (read: corn starch) with some well-placed NPCs.
