NPC Boosts
As we've all been training our NPCs, I've brought up to Leon and Van an idea of statistical adjustments to reflect the passage of time and its effects on our NPCs. Most were suggested by myself, but some were bounced back and forth or confirmed by other moderators.
The following is based on a reflection of what has been RPed out by our characters as well as threads that have been observed. Note that it will be stated if something is a recent adjustment/last minute decision and the following will not be final without Leon's final approval. The following is open for discussion, agreeing, disagreeing (please provide sources and links as necessary for increase/decreases).:
Dragons:
-Of the three Organizations, there has been a minimal amount of description RPing of the training of the Dragonlings. It is assumed that they would at least be trained under Chinese Martial Arts and drilled to some degree, hence the boost.
However, the reasoning for the following is that at one point or another, the Dragonlings themselves either must have been normal people or volunteers who joined either before or post-Fate. As nothing specific has been noted, I gave them minimal increases to their statistics... but enough to note that they would at least follow after the styles of the Dragon Leaders themselves.
For them, I assigned them an extra +12 points.
Leon pointed out the Dragon's tactics of "blitzing" in the recent past and it has been noted with a +1 to the Strength of all Dragonlings by Leon's recommendation and moderator agreement.
As a final note: The Dragonlings may not be the strongest force on the site... but their leaders arguably are, as seen by the emphasis of the leaders and the player characters making for a stronger number of elite player characters, which compensates for the lack of boost for the overall force.
Dragonlings Under Leon Sudeki, The Lightning Dragon:
Strength: 10 -> 13

All followers (player characters) of the Dragons who follow after the Lightning Dragon would similarly find their Dragonlings to inherit this balanced fighting Chinese-inherited fighting style.

-The once glorious Paladins were the largest surge of men and women, boys and girls, rallied under Jaus Valentine and Gabriel Seran. Ever since their colossal defeat, the Paladins were hence scattered and the remnants of the Paladins, following under Shugo Yuy have striven to at least maintain themselves guarding Shugo Yuy's manner.
While they have not undergone any special training, the remaining veterans themselves would at least be older salts and be mildly attuned to battle... however, the lack of any formal training or specialized training they would only be a grain above the average soldier of the post-apocalypse.

-Under good conscious, I have not witnessed any notable activity with any of Hirotaki Shrine and cannot suggest any notable increase to any of their statistics. While they would then be presumably trained under shrine guardian/maiden status in terms of style, in terms of actual statistical increase... there is nothing that could possibly be warranted. Without any roleplay, it can only be assumed that these ever watchful sentinels have remained stagnant.

However, if this is not the case, I would ask that this be addressed immediately, and we will look towards increasing the assigned statistics of the Gods' soldiers.

-Much like the above with the Gods, no statistic increases are necessary. There very few "normal" experiments and the division of their classes/functions still needs to be completed.
However, as Orion is part of this faction, and while he waits for the completion of these Experiments and the faction classes... we'll have a temporary increase until it can be further formalized (Moderators are free to step in and disagree). The reasoning for the following, of course is: The Experiments are not easily replenishable, their soldiers being pulled from a limited pool of Experiment Soldiers, and the amount of suffering and artificial and natural strength that these men, women... things may be assigned:

-Aside from the Paladins, the first three starting Organization in the post-fate, post-apocalypse were the Dragons, Rogues... and the Crows.
The Crows have had two ventures of aggression and were among the first in the early days to begin fortifying their land and tending to their men. There, the Crows Nest was converted into a barracks and a training grounds, inspired by the tutelage of local war veterans around the area as well as veteran Militia soldiers, the Crows trained in the ocean, were utilized to help reinstate a source of volunteer manpower to supplement the needs of the citizen, are fishermen, repairmen, construction workers, and basic soldiers.
However, in a thread moderated by Leon, they were granted specialized training by a special-obtained NPC by the name of John Strike, that granted +5 to all statistics.
While the Crows were generally pleased with this, I have had a talk with both Leon and Van. With Van, we discussed the sheer amount of roleplaying that went into Rogues... and by comparison how much higher at the time Crows stats were by one quest's namesake. I agreed this was wrong, believing that a show of force of RPing tends to trump details (or in this case, lack of details for Crows)... and so with Leon, in light of this "Org NPC statistic adjustment" I'm calling for a nerf to John Strike's award. Mayhaps a temporary, but at the very least to reduce the Crow's boost from +5 to all statistics... down to +3 to all statistics.
That is not to say that Crows have not been active militarily. Under Kiyoshi they have fought and gained territory on about two occasions, attained the rights to the Military Zone and Hermosa Beach, and there has been at least some threads or one-shots that have been focused on the Crows training. If we ever do this again, mayhaps I would love it if Crows gained the full benefits of John Strike's upgrade, but only with a year having passed, I feel that +3 to all statistics, especially in a casual sense, is more appropriate. There are of course other reasons, and especially since its only been little over a year since the happenings of Fate as well as due to the starting statistics of player characters (90---though of course, unlike the rigidity of Org NPCs, even New Characters can skyrocket and quickly surpass any Org NPC out there).
But as an added note, Leon has noted that the Crows have been incredibly defensive, completing the trifecta of observations he's made, with Dragons being the blitzers (offense), Rogues being stealthy (speed and cunning) and Crows turning themselves into a turtling shield for their citizens... and by his say, resulting in +1 Constitution.

After going over the brief amount of training and interaction of his Org NPCs, the mods agreed that a +2 to distribute as Marcus liked would be appropriate... to which, on top of the +3 All statistics, he gave his Wolfpack +1 Dexterity and +1 Wisdom. As his faction grows, all other followers directly under Marcus will similarly fall under his troop's statistics, compared to the rest of Crows.

She chose to focus purely on constitution... and so it is thus, for these increasingly irreplaceable numbers of this Squad.

It felt wrong empowering my own, practically personal Org NPCs at that moment... so I bounced it off of Leon. He recognized that the Militia soldiers are 5 RL years old, there are only 6 remaining... and if these named soldiers were to die, no one would stand-in to take their place, save for an ordinary Crow. I didn't want them to benefit any further, even from the +1 Constitution, seeing as how strong they already are. As they belong to an otherwise retired Gang, only brought out of retirement both due to IC RPed loyalty and alluded to other missions as well as a few RPed out missions, these 6 survivors are from back from one of the very first generations of 259... and as they are sparing in number, train normal Crows.
