Purchasing items for our player owned NPC's are they still bound by the regular rules. For example do we still have to purchase items with 3 stats for them or could we work around this if we buy items for them in bulk?

10-20 It would literally just be +1 items a weapon for some a helmet for others. Or if not simply being given weapons and armour so I can justify them being armed.

Going off of a previous purchase, technically the "+3 Statistics" minimum is not necessarily a requirement and is otherwise a loose rule.
Let's look at Delilahs item purchase.
There was a wide variety of weapons purchased, some of which were only given +1 to a statistic, and some which weren't even upraded at all.
However, if Leon rules that the Delilah purchase was done illegally, I will of course go back and charge the required minimum amount.
---This should be doable. And as with David's bulk post of 15 SF Coats, they do not necessarily have to be statistics attached to the item upon purchase. The "EXP" can be purchased at a later point.
