I suggest leaving this as a WIP since purchasing statistics for them now is cheaper than doing so later. If you leave it as INCOMPLETE you can continue to save your money for the full effect of what you want if not down the road its gonna cost some green.
If you just want the items for now they will always have the power potentials so those can be taken advantage of later. If you dont buy stats now, you can buy them later through upgrading that will cost 3k for 4 points. Where as if you buy them now its like 3 or 4 hundred per stat point.

Just so you know it's going to cost you $4000 more for the upgrade to get +4 wis.
$325 (material) + $1500 (stats) + $1000 (power) + $3000 (upgrade) + $1000 (customization tax) = $6,825 total for this item
EDIT 1:
Scratch that it seems Van won't be charging you for the upgrade. Or the customization tax.

Apologies, I was under the impression that the maximum was +9 for the initial item purchase, without upgrades.
But, if that is indeed the case, can I adjust? I'd like to have it as +3 Dex, +2 Wis, for a total statistical purchase of $1500.0
