Avice walked across the city through it streets and decided to toy with the outer edge of where they were being confined as metas. She remained inside their bounds but watched and wanted to know exactly what kind of authority had its grip on them. She heard rumors and junk but she was by this worlds standard a powerful meta. She wasn’t full of herself but she was going to cheapen her existence to make others feel superior. If there was something else out here she wondered what it was. For... curious reasons.

Shiloh caught sight of a fairly familiar face, and her eyes lit up. With a brilliant smile, she approached Avice, both hands delicately cradling a camera that hung from her neck.
"Oh, hello again! Its a pleasure to see you! I haven't seen you since that day."

Avice would note that there were TSI agents patrolling the border. They all seemed to be armed and each had some sort of scanner on them.

She saw the agents and wondered if she could sense anything from them to gauge them. Size them up per say.
Shiloh might notice the gauze over her right eye and some wraps or bandages that were covering various wounds. Avice would recognize the girl and kept her arms folded.

Making the person capable of far more powerful attacks, greater durability, or any number of things. This ability adds the Jagan user's energy stat to any target's stat, or lowers that stat by the Jagan user's energy. Minimum 1.
Zero Ability: Inhuman; Not instantaneous, but bruising and minor cuts heal in a matter of hours. Broken and fractured muscle and bone will heal in a day. Takes lots from the body and makes body sleepy and need sustenance. Compensating senses; heightened senses sight hearing, smell, taste, and touch. 50% perception increase.

Avice could tell that they were well trained and she would feel the uncomfortable, unmistakable, sense of Danger...

She held up her camera and smiled at Avice. She seemed completely unbothered by the TSI agents, who were most likely used to her presence.
"I come out here pretty often, actually." Shiloh said with a tilt of her head. "I mean, I haven't in a while, but there is all kinds of pretty graffiti out here."
It was only half of the truth. She frequented the local artist's hangouts, but since learning about the guards... she had come out a few times, just to see for herself.

Julius would be on his bike, ready to go explore the outskirts of the city. He hadn't ridden in a while.
Seeing the guards he would slow his bike down. He remembered seeing them when he came into the city, and that wasn't a problem. So there shouldn't be a problem with him leaving.

As Julius neared the border the TSI agents would keep all eyes on him, a couple would even position themselves to stop him if he got to close to leaving.

Avice noted the boy who pulled up she measured him pretty easily comparatively speaking.
“Shiloh, what do you know about this then? Will they let you through without question?” Avice would focus her gaze upon them searching each one. Their armor, weapons, meeting their glances.

"Um." She turned to look at the agents, smiling brightly and waving at a few of them. She spent enough time with the TSI to be recognizable.
"I don't know. I haven't really tried."

Julius came to a stop with the guards directly in front of him, and shut off his bike so he didn't have to talk over it. "What's this about? Am I in trouble?"

One of the Agents would say to him.

Avice overheard that simple exchange. Just as she expected for a meta anyway. She’d watch them handle the man in resolve. “We were just simply told we couldn’t leave or we faced consequences. It doesn’t sit right with me.”
She had a lot on her mind, she wondered if these TSI agents really had the power to stop her. She wondered if they did what kind of power would that be? How did this world’s Raikotsu obtain that power? With her logic she almost felt like going through the barricades that bound her would make her path a bit clearer.

She tilted her head slightly and watched the exchange between the agents and Julius, before turning her attention back to Avice.
"If the TSI is involved, I'm sure there is a reason why. Mr. Sudeki is usually very fair, and he doesn't do anything without a good reason." She smiled, trying to comfort Avice.

After a frustrated sigh, Julius asked as calm as he could, which, in truth, wasn't very calm, "Okay, fine. When can I leave?"
