I see a lot of the older members on this board running around with items that multiply their stats (i.e. x2 charisma and so forth). Are these items purchasable?

Kinda. You buy materials and make 'em. The whole system is a bit complicated, and I only really understand the parts that the creator explained to me.
I'm rambling now though. Basically, you do buy them but there is more to it than just buying them. The best way I found to think of it is as a Qi you pay to unlock.
I'd say look in the store and read the guides to get an idea of what is needed for one. If you have anymore questions I'll do what I can to help.

Alright, thanks. I looked around but couldn't find an example of someone building a multiplicative item, but I would guess it would have to be much more expensive than normal right?

I don't think there are any that are only multipliers, but I could be wrong.
They usually have say +20% power or something. So take .2 times whatever stat you're boosting and add that to what you already have in that stat.
There are items that are x2 and so forth, but as far as i know they are usually given out from a quest or something of that sort.
The price of items and materials only changes based on post count. The smaller the post count the cheaper they are.

Some of them are from old boards. Like the bone bracers I have are from linda, from 552. And my Wisdom multiplier came from an item called Specs of Foresight which was a quest reward. Which is where your multipliers are. Buying multipliers is quite costly, and will end with not quite the same result, less power that is to say. My advice would be to attend monthly events, and Marianne may have more on that, but last months event gave something pretty good, I don't know if that extends to this month or not, but it'd be a way to get you building towards a really good multiplier item that grows stronger in time.
