I am wondering if I can start with a character with less than 90 points.
Instead, as I looked around, I see these NPCs, but I'm confused as to whether or not they can gain points or not.
For my purposes, I would love to have Roadie start out with 60 points and the NPC in question with 90 points, to establish more of the storyline I am developing.
I implore anyone knowledgeable on this to help, if willing.

It is possible for a PC to start out with less than 90 points, the remaining 30 in your case, would be stored and unused for later. Case in point, Kenin Katashi, he was bandaged up and in a wheelchair, and has 1 in each stat category, before Barker did some crazy stuff to him.
As for NPC's, I'm pretty sure they have to start with 60 points, though you might want to confirm with staff on this one. I do know only personal NPC's can gain EXP. I don't know about storyline NPC's.

Having a main character with 60 is fine, and having the NPC with 90 is also fine; 30 EXP is taken from the main character's initial 90 and transferred to the NPC. *THUMBS UP*

Thank you both. The NPC in question is a storyline NPC, but one that I would intend to have grow, so I say it would fall under the former, being a Personal NPC.
I would like to do as "SQUEE!!" is saying, but I need to ask if there are any limitations for these personal NPCs, so that I can create it accordingly.
Also, are there any prerequisites that I should be aware of?

The only limitations I know of is if you have more than one Personal NPC, you have to unlock them by reaching a certain amount in Charisma for each one.
Also, if you have a Personal NPC earn EXP, the EXP earned does not apply to your own PC. In other words, your NPC gets EXP, your PC doesn't, and vice versa. It's one or the other. I also believe any items given to your Personal NPC, is permanent, you can't take it back from them.
Staff can confirm this much better than I can.

I'm just going to go over all of this, to put it to rest:
Personal NPC = PNPC
Every PC Account can attain up to 5 PNPCs and every PNPC can be unlocked (as the time of its creation/development is up to you) in increments of every 15 Charisma your character attains. Only Base Statistic Charisma is counted towards this, Charisma yielded from items can be used with other purposes.
1st PNPC: 15 Base Charisma 2nd PNPC: 30 Base Charisma 3rd PNPC: 45 Base Charisma 4th PNPC: 60 Base Charisma 5th PNPC: 75 Base Charisma
Every PNPC starts out with 60 points to be distributed as you will at a minimum of 5 points per statistic to a maximum of 45.
The PNPC Statistic Capacity (45) does not shrink or grow (unless otherwise stated for storyline purposes, which is unlikely).
As Kazuya has alluded, PNPCs can gain EXP much like normal Player Characters (PCs). However, they cannot double-dip EXP: Any singular EXP point that you gain in a fight, for example, can either be given to your PC or your PNPC.
Yes: Any items given to the PNPC are permanent.
Additionally, if you desire for your Storyline PNPC to be stronger than your PC... you can essentially swap them with each other and develop your PNPC more heavily as your "Roadie" character and your PC as your "Storyline" character. This is only if you would be willing to sacrifice long-term statistical gains for your main PC/PNPC.

"Roadie" is meant to be underpowered compared to the character I have in mind, so I may opt for that decision. Thank you both.
