Rose tries to gather people too but she ends up being too nervous.
At any rate, she doesn't want to take any attention away from Elias so she resigns herself to behind the crowd. Like. Maybe even like 15 steps away from the crowd.
So no one gets mad at her.

Elias would wait until every single person had been gathered, taking the time to clean himself up so he's not so... beat up. Then, he'll stand on the rock nearby, that he had already been slammed into before. With a breath, he holds a hand up to call attention to himself.
"For those who don't know me, I'm Elias Wyatt. Your king. Emperor. God. Whatever you want to call me, that' s fine. But let me make one thing perfectly clear. I own you."
He points at the crowd.
"I own each and every one of you. And everything in this territory. But you know what? That's an improvement from how you've been living before. I lived the same life as you. Scrounging for food, for a place to live. But I took it for myself. And now, I'm giving you all food and jobs."
Elias then thumbs towards himself.
"I'm giving you things you need to live. But we don't have shit here. This place is a dump. I've seen other territories, and they have much better stuff than us."
Elias pauses, letting that sink in.
"Which makes me think... why don't we just take it? It's the same as living here. The strong take whatever they want from the weak. But if we all work together, we can take their stuff for ourselves. And that's why you need to do what I say. We're going to get everything we want, as long as you follow me."
It's a simple speech for a simple people.

A few of them would murmur or shift at the speech until someone yelled out with a fist raised.
"Yeah? Who do we attack? With what army? What weapons? We've only barely just got shelter and food. Most of us are sick and dying of disease."
