"I understand..."
She doesn't think he's taking it seriously enough but...if his only plan was building a hospital and hopefully bring new faces...then that could take a long time. What about the people in the meantime?
Maybe...maybe she could do SOMETHING.
"I'll be right back...I need to go look at something..." she kinda mumbles, rushing off to find a tent with a sick person in it!

Thank goodness. Well. No not thank goodness because they are sick and dying but thank goodness it didn't take her long.
That still sounds bad.
Either way! She tries to peek through the tent without attracting attention before using her mist! If it works on status ailments...maybe it could help sick people too. She just needed to see if it worked, first...

There is a pretty hard core coughing fit from the mist, but after the sick person seems to calm down and get restful sleep!

She's panicked at first because she thinks she somehow suffocated the person to death...
But she can see them breathing and calms down.
So...that means it worked right?! Maybe?!
She looks around for the next tent and goes to do the same thing again!

OH HO HO HO.
Rose spends the next few minutes either going tent to tent or getting within 20 feet of crowds to help them all get better! Shouldn't be too hard to stalk down 60-ish people. Even if its less, every bit should help.
