After asking Krane Rai had an idea of where he needed to go. Upon finding where the big 4 were watching the exams Rai would ask one of the guards to inform Zack of his presence and that he wished to speak to him as soon as he was able to spare a few moments. With the guard off to deliver Rai's message he would now sit and wait.

Rai would get a return letter inviting him to the President's office in the city of Cabal proper.

Looking over the letter he would proceed to the President's office in the city of Cabal proper. He would then knock on what remained of a door frame.
"Uh... hello?"
He would say peeking inside.

Rai would walk in.
"Need a lite?"
Rai would ask pulling out a matchbook and offering it to Zack.
"Been a long time Zack. How have you been?"

Zack would hold a hand out for the matches to light his smoke.

"That was the initial idea. But after taking council with our dignitaries it has become apparent that instead we will simply no longer support or cater to the Dragons and instead treat them like all the other large territories do. Dangerous outsiders who need to be watched at all times."

"For one, I have taken the brunt of the flak for you Dragons and your machanations from our political leaders and rivals. Your master's secret death plot being exposed, I can understand. I played stupid as well. However, Kiyr's abandonement of her duties, David's brother literally turning traitor. I had to pull every string in my power to save him from execution on account of David, and then he jumps ship and all of a sudden his territory is nigh impenetrable? As a few examples."
Asiv would let it sit.

Rai sat there in silence for a moment.
"I had no idea about Kiyr, or Blaze... certainly not two of my favorites when it comes to the Dragons but still, I find it hard- no, never mind that does sound just like them."
He would say with a sigh. Leaning back in his chair he would pull out his own smoke and light it, taking a large drag before exhaling a cloud of smoke.
"I'm sorry we are so difficult, and I liked to say that we all mean well, but... these days there is no telling honestly. I'm trying to do the best I can with what I have."

"Taking back over 235, in my right mind now, it is... exhausting. So much stupidity I feel like common sense should prevent and yet daily there are more problems. If not with my people than from Zekunft. Honestly, if it weren't for their promise of peace I don't think I'd be able to stand those hoity toity ass wipes."

"Honestly I wouldn't have if it hadn't been for the people asking me for help... I mean it was my fault they were suffering in the first place. Least I could do is fix my mistakes."
