By realistically difficult I mean explaining where your resources are coming from, how you're getting them, and going through your profile explaining your Qi, explaining your items, and making everything mesh and make sense.
This isn't to go into EVERY SINGLE DETAIL this is simply to be able to look at something and go "Huh, makes sense."
Pleas explain your choice.

I would also vote yes, the board needs to get back to its roots and make it more of a game and less of a "Meet and greet with my friends."

This sounds like it would be a ridiculous amount of work for unsubstantial change. Because to do that, you will need figures and numbers and shittons of research, because in order for something to be realistic, you need research.
Qi's always need revamping, that's nothing new.
I honestly think it's too much work that no one wants to do. If Barker can "buy all the bombs in the world," then a territory can negotiate a supplies trade with a mysterious outer source.
Edit: As for the 'meet and greet,' it's not just a game, its a story. If some people want to make their interactions more game-y then go right ahead, but I wouldn't assume that everyone wants to do that.

A lot of things need reworking, sure.
But would you like to scientifically explain how everything you wanna make can work, otherwise not make it work? This limits creativity- in a world where OGRES exist, bionic arms are used, people are expirimented on/mutated, or souls are combined through machines or what have you....it puts limits there.
Though some might say "All of that stuff is fine for a GM", I would disagree. If we have laws of a world restricting things, at least for realism, they need to be adhered to. And thus, a limit of creativity.
Though, since 259's inception, we've constantly stretched the limits of realism. A correctional facility where people are experimented on? A group of greek-like soldiers attack a school? One man gains control of all the worlds military and blows it up? It's just...crazy cool to know that anything is possible, in my opinion, especilly when it always has been that way.
I vote no.

In order to bring the board 'back to its roots,' you'd need to un-bomb the world and return everyone to high school age. PHS 259's roots are a Xin High School.
Edit: Also to make it more realistic than fantasy would remove the Xin aspect from the game. Xin Physics =/= Real Physics.

I'm not looking for something that makes you suddenly realize the meaning of life when you read the explanation, I'm looking at being able to look at something and go "huh, makes sense." Honestly I'm not the sharpest tool in the shed so if you go through the process of bulletproofing your explanation some shit wont make sense to me.
Its as simple as saying. "My Qi powers my equipment" versus "It just works."

I think we have to look at the true purpose for this. That, in my opinion, is not to constrain players or make them change things that already work in the established canon. It is simply to encourage players to get creative with their characters. After all, this is a very complex universe.
I would vote against this, because I don't think we need to add errata to every single post. All of our profiles would come to look like legal documents. BUT I feel that it might be necessary to have an implied rule in place.
I think that, simply put, if you make an item be creative about its origin. If you acquire tech, make up a backstory. A territory gains resources, where did they come from? Just to have that on hand, so if someone comes to challenge it because they don't like that you have it, you can say "here, I've actually got an explanation for this."
It doesn't have to be an essay. Just a few sentences, even, just explaining that you didn't pull it out from behind your back and you suddenly have it.

The 'magic' explanation is nice and all, but I firmly believe in showing your work and effort IN RP instead of just being like "OH I HAVE THIS THING LOLOLOLOLOL"
That to me is a cop out and a shame for the good writers who lead this site to not do that. Justify your work. To do otherwise is just laziness.
You can use the magic explanation, or whatever you feel would be justified in doing, as long as it's DONE, it doesn't matter how short it is or how long it is, I don't care. If it's a GM related thing that's purposefully hidden, whether the reason is IC or OOC, that's irrelevant.
That said, if the 'harder' system won't be implemented, higher rewards should be given to those who have than those who haven't, though I think it should be. Leaving open ended explanations for how stuff gets done makes it harder for GM's to do their job (if an explanation was Rp'd out, it's really easy to forward a link), and makes it seem like the people who actually post what they're doing for gathering resources are chumps. We should be leading by example; this is an RP, and our purpose is to WRITE A STORY.
So write it. Justify it however you want, with 'magic' or hard work. As long as it's justified, that's all that should matter.

I have no problem with justification, but I feel this proposal in itself is too vague. It leaves it too open ended to be overly critical about one thing and completely overlooking another.
If someone has an issue with a character or power, then it's that players responsibility to be a big boy or big girl and just talk to them about it. I agree that explanation and development is important, but I dont think there needs to be additional rules and addendums for it. Act like adults and communicate on it should the need arise.

I'ma say this for now, cuz I don't really have the energy to go into a big explanation. But the term 'magic', if you're going to SUDDENLY possibly say that someone's QI (MIND YOU QI) is magic.. Then you are OPENING the floodgates to a world of -trust me- things you don't want to get into. Magic usually is spells and means anyone could cast a spell that isn't even related to say wind or earth. You introduce magic into this world and it's a whole other playing field. QI and magic do have their differences. Like I said I'm too tired for a longer explanation so I apologize that it's not suffice. I'll explain further if I need be. (And I know I do.)

I think what the mods are aiming to propose and what was asked in this poll are two entirely different things.
Have people IC justify their means? Absolutely.
Make everything 'realistic?' Absolutely not.
Xin is not realism, it has its own 'verse. You can justify something and still have it be extraordinary. I propose this poll be removed and reworded to describe exactly what is being brought to the table before discussing it with the players and making a decision.

Please read the following.
The proposal is for the justification of the gathering of resources and the building up of Army strength and NPC's; it doesn't have to be a book. It can be point form. As long as it's justified, no matter HOW it's justified, as long as it is, it's legitimate.
If it's realistic to the XIN universe, or you MAKE IT SO (ie, the rebirth of technology through hardwork/stealing/'magic [qi based techniques]), if you can explain it, it can be done. Same way we can jump over buildings.
This is to not only make it fair for the older players who do this on a regular basis, but to educate and ensure that newer members do not take advantage of the lack of rules. If a MOD or another player has a question about your explanation if something was left out, they can bring it to you. Simple as that.
basically, all that's being done is cutting out a very annoying and uneccessary middle man. We're all held accountable for our actions as far as stat gains and Qi go, this should be no different.

As for the staff-approved description Meg posted...justification? Yes. Whether it's loosely based on Science or what-have-you, visible training, etc, etc, so long as it makes some sense I'm all for it.
